Independent assessment of the quality of work of institutions providing social services, is carried out in order to implement subparagraph "k" of paragraph 1 of the Decree of the President of the Russian Federation of May 7, 2012 No. 597 "On measures to implement state social policy" .

In order to ensure the active participation of public and other non-profit organizations in the formation of an independent assessment of the quality of work of institutions providing social services, and the implementation social policy of the city of Moscow, in accordance with the Law of the city of Moscow dated July 12, 2006 No. 38 "On the interaction of public authorities of the city of Moscow with non-governmental non-profit organizations" under the Department social protection of the population of the city of Moscow, a Public Council was created (Regulations on the Public Council, Composition of the Public Council).

At a meeting of the Public Council under the Department of Social Protection of the Population of the City of Moscow on March 12, 2015, the following were approved:

– List of organizations for which it is planned to conduct an independent quality assessment by types of organizations (Appendix 1 to Protocol No. 1 dated March 12, 2015);

– Indicators characterizing the general criteria for an independent assessment of the quality of social service organizations providing social services in the field of social services in the city of Moscow (Appendix 2 to Minutes No. 1 dated March 12, 2015);

– The procedure for conducting an independent assessment of the quality of work of social service organizations providing social services in the field of social services in the city of Moscow (Appendix 3 to Protocol No. 1 dated March 12, 2015);

– Questionnaire for the analysis of satisfaction with the quality of the provision of social services in a social service organization (recommended by the Ministry of Labor of Russia) (Appendix 4 to Protocol No. 1 dated March 12, 2015);

– Schedule for conducting an independent assessment of the quality of services provided by organizations included in the list , according to Appendix 1 (Appendix 5 to the protocol No. 1 dated March 12, 2015).

When assessing the quality of work of institutions, the opinions of citizens receiving (received) social services are taken into account.

1. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations engaged in educational activities (hereinafter referred to as organizations) is carried out in order to provide participants in relations in the field of education with information about the level of organization of work on the implementation of educational programs based on publicly available information.

2. In order to create conditions for an independent assessment of the quality of the conditions for the implementation of educational activities by organizations:

1) The Civic Chamber of the Russian Federation at the request of the federal executive body responsible for the development and implementation of public policy and legal regulation in the field general education, the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, no later than one month from the date of receipt of these applications, forms from among the representatives of all-Russian public organizations created in order to protect the rights and legal interests of students and (or) parents (legal representatives) of minor students, all-Russian public associations disabled public council for an independent assessment of the quality of the conditions for implementation by federal state educational organizations, as well as other organizations engaged in educational activities at the expense of budgetary allocations federal budget, educational activities in basic general education programs, basic programs vocational training, additional general education programs, secondary education programs vocational education and corresponding additional professional programs, a public council for conducting an independent assessment of the quality of the conditions for the implementation by federal state educational organizations, as well as other organizations carrying out educational activities at the expense of budgetary allocations from the federal budget, educational activities in educational programs of higher education and relevant additional professional programs and approves the composition of these councils. The Civic Chamber of the Russian Federation informs the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of general education, and the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, on the composition of public councils created under these bodies to conduct an independent assessment of the quality of the conditions for the implementation of educational activities by organizations;

2) public chambers of the constituent entities of the Russian Federation at the request of the executive authorities of the constituent entities of the Russian Federation, carrying out public administration in the field of education, no later than one month from the date of receipt of the said request, public councils are formed from among the representatives of public organizations established to protect the rights and legitimate interests of students and (or) parents (legal representatives) of underage students, public associations of the disabled independent assessment of the quality of the conditions for the implementation of educational activities by state educational organizations of the constituent entities of the Russian Federation, as well as municipal educational organizations, with the exception of municipal educational organizations, in respect of which an independent assessment is carried out by public councils created under the authorities local government, and other organizations located in the territories of the constituent entities of the Russian Federation and carrying out educational activities at the expense of budget allocations from the budgets of the constituent entities of the Russian Federation, and approve their composition. 3) public chambers (councils) of municipalities, at the request of local governments of municipal districts and urban districts, have the right to form from among representatives of public organizations created in order to protect the rights and legitimate interests of students and (or) parents (legal representatives) of underage students, public associations disabled public councils to conduct an independent assessment of the quality of the conditions for the implementation of educational activities carried out by municipal educational organizations, and approve their composition. Public chambers (councils) of municipalities inform local self-government bodies of municipal districts and urban districts about the composition of public councils created under these bodies to conduct an independent assessment of the quality of the conditions for the implementation of educational activities by organizations.

2.1. The composition of the public council for conducting an independent assessment of the quality of the conditions for the implementation of educational activities by organizations (hereinafter referred to as the public council for independent quality assessment) is approved for a period of three years. When forming a public council for independent quality assessment at new term at least a third of its composition is changed. The public council for independent quality assessment cannot include representatives of public authorities and local governments, representatives of public associations operating in the field of education, heads (their deputies) and employees of organizations operating in this area. At the same time, the public council for independent quality assessment may involve in its work representatives of public associations operating in the field of education, the public chamber to discuss and form the results of such an assessment. The number of members of the public council for independent quality assessment cannot be less than five people. Members of the public council for independent quality assessment carry out their activities on voluntary. Information about the activities of the relevant public council for independent quality assessment shall be posted on the Internet on the official website of the respective federal executive body responsible for the development and implementation of state policy and legal regulation in the field of general education, the federal executive body responsible for functions for the development and implementation of state policy and legal regulation in the field of higher education, the executive authority of the constituent entity of the Russian Federation exercising state administration in the field of education, the local self-government body of a municipal district or city district. 3. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is not carried out in relation to educational organizations created in the penitentiary system, as well as in relation to federal government organizations carrying out educational activities specified in part 1 of article 81 of this federal law.

4. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is carried out according to such general criteria as the openness and availability of information about organizations engaged in educational activities; the comfort of the conditions in which educational activities are carried out; friendliness, courtesy of employees; satisfaction with the conditions for conducting educational activities of organizations, as well as the availability of services for people with disabilities.

5. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations engaged in educational activities in basic general education programs, educational programs of secondary vocational education, additional general education programs, basic vocational training programs, are established by the federal executive body that performs the functions of developing and implementing state policy and legal regulation in the field of general education, with a preliminary discussion in the public council for an independent quality assessment. Indicators, characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations engaged in educational activities in educational programs of higher education, are established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, with a preliminary discussion in the public Council for Independent Quality Assurance. Indicators, which characterize the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations engaged in educational activities under additional professional programs, are established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, in agreement with the federal executive body the authorities exercising the functions of developing and implementing state policy and legal regulation in the field of general education, with a preliminary discussion in the public council for an independent quality assessment.

6. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations is carried out by public councils for independent quality assessment no more than once a year and no less than once every three years in relation to the same organization.

8. Conclusion of state, municipal contracts for the performance of work, the provision of services for the collection and generalization of information on the quality of the conditions for the implementation of educational activities by organizations is carried out in accordance with legislation Russian Federation contract system in the field of procurement of goods, works, services to meet state and municipal needs. The federal executive body in charge of developing and implementing state policy and legal regulation in the field of general education, the federal executive body in charge of developing and implementing state policy and legal regulation in the field of higher education, executive authorities of the subjects of the Russian Federation, exercising state administration in the field of education, local governments, based on the results of the conclusion of state, municipal contracts, draw up a decision to determine the operator responsible for collecting and summarizing information on the quality of the conditions for the implementation of educational activities by organizations, and also, if necessary, provide the operator with publicly available information about the activities these organizations, formed in accordance with the state and departmental statistical reporting(in case it is not posted on the official website of the organization).

Section 1. General Provisions

1.1. Present Order conducting an independent assessment of the quality of work of educational organizations in the Kirov region (hereinafter referred to as the Procedure), developed in accordance with:

1.2. This Procedure defines the mechanism for conducting an independent assessment of the quality of the work of educational organizations in the Kirov region (hereinafter referred to as independent quality assessment) based on the criteria and performance indicators for the work of educational organizations in the Kirov region, approved by the Public Council under the Department of Education of the Kirov Region.

1.3. An independent quality assessment is carried out in order to determine whether the education provided meets the needs individual And legal entity in whose interests educational activities are carried out, assisting them in choosing an organization that carries out educational activities, and educational program, increasing the competitiveness of organizations engaged in educational activities, and the educational programs they implement.

1.4. The results of an independent quality assessment do not entail the suspension or cancellation of a license to carry out educational activities, the suspension of state accreditation or the deprivation of state accreditation in relation to organizations engaged in educational activities.

1.5. An independent quality assessment is carried out on the basis of:

Data from official statistical records relating to the regional education system;

Monitoring data of the education system carried out by federal government bodies and executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, local governments exercising management in the field of education;

Other data obtained in the exercise of their functions by federal state bodies and executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, local governments exercising management in the field of education, organizations engaged in educational activities, as well as other organizations operating in the field of education;

Results of international comparative studies;

Information posted in the public domain in information and telecommunication networks, including on the official website educational organization on the Internet, about ongoing educational programs, the management system, the features of financial and economic activities, the results of educational, innovative and scientific activity, including on the basis of a report on the results of self-examination of the relevant organizations;

Data from independent sociological surveys, ratings, questioning of participants in the educational process, expert surveys with the participation of specialists from the education system, rating agencies, independent sociological organizations, helplines, hotlines, online voting on the Internet, information in the media.

1.6. The quality of the work of educational organizations is understood as the unity of the quality of the conditions for the implementation of educational programs, the organization of the educational process, the results of the development of educational programs and the needs of consumers of educational services in the context individual institutions, groups of institutions united on specified grounds, regional (district and municipal) educational systems.

The structure for evaluating the performance of educational organizations in the Kirov region for each criterion includes a set of indicators and indicators. The indicators included in each criterion are generalized independent judgments about the quality of conditions, the quality of the organization of the educational process and the quality of the result of the provision of services in the field of education, detailed in indicators corresponding to the type of educational organization and educational programs implemented by it.

Section 3. Organization and procedure for public opinion polls and independent peer review

3.1. The respondents of the public opinion survey are participants in the educational process (parents (legal representatives) and/or students). The opinions of survey participants are taken anonymously and used in aggregate form for research purposes only.

The procedure for polling public opinion involves the Operator's request to participate in the Questionnaire poll to the respondents. If the respondent does not wish to participate in the survey, the operator should contact another respondent. In total, 45-100 respondents in an educational organization should take part in each survey (or at least 50% of the total number of possible respondents in an educational organization).

3.2. The procedure for interviewing an independent expert assessment assumes that as independent experts.

Interaction with experts and organizational and technical support for filling out the Expert Assessment Sheet is carried out by district (municipal) operators of the electronic monitoring system, which provide:

Participation of 3 experts in the Evaluation of the work of each educational organization under study;

Transfer to the expert of tools in the form of an Expert Evaluation Sheet on paper or in in electronic format;

Receipt of completed Expert Evaluation Sheets from the expert;

If the expert has completed the Expert Evaluation Sheet on paper, the electronic submission of data is carried out by the operator;

Transfer of the Peer Review Sheets to the IRO of the Kirov Region.

The results of the assessment of experts are treated as strictly confidential information and cannot be disclosed without the direct instruction or consent of the expert himself. All expert opinions will only be used in summary form for research purposes.

The expert has the right to fill out the Expert Evaluation Sheet on paper, which must be prepared by the district (municipal) operator. In this case, when filling out the questionnaire, the respondent must make any mark (for example, put "+", "v" in the box next to the selected answer option). After filling out the Sheet, the expert passes it to the district (municipal) operator for transferring the data into an electronic format.

3.3. District (municipal) operators are obliged, when ensuring the procedure for filling out the Expert Assessment Sheet by an expert, to follow the rules for working with personal data that guarantee the independence and anonymity of participation in an expert survey.
