The position "teacher", provided for in subsection 1 of section I of this document, refers to the positions of the teaching staff in organizations engaged in educational activities for the implementation of educational programs higher education and additional professional programs. In order to ensure the implementation of the requirements of the legislation of the Russian Federation in the field of personal data protection when they automated processing- I order:
2. Heads of departments central office Ministry of Internal Affairs of Russia, heads (chiefs) of territorial bodies of the Ministry of Internal Affairs of Russia, educational, scientific, medical and sanitary and sanatorium organizations of the system of the Ministry of Internal Affairs of Russia, district departments of logistics of the system of the Ministry of Internal Affairs of Russia, as well as other organizations and divisions created to perform tasks and exercise the powers assigned to the internal affairs bodies of the Russian Federation:
2.1. Organize the study by employees, federal state civil servants and employees of the internal affairs bodies of the Russian Federation * (2) of the requirements of this Instruction in the part that concerns them.
2.3. Approve the list officials authorized to process personal data contained in the information systems of the internal affairs bodies * (3) .
2.4. Carry out during 2012-2013 measures to organize the protection of personal data contained in personal data information systems in accordance with the requirements of the Federal Law of July 27, 2006 N 152-FZ "On Personal Data" * (4) and taking into account the amount of appropriations allocated by the Ministry of Internal Affairs of Russia for the state defense order.
2.5. Ensure, by November 30, 2012, the collection and submission, in accordance with the established procedure, to the DITSiZI of the Ministry of Internal Affairs of Russia of the information specified in Part 3 of Article 22 of Federal Law N 152-FZ.
2.6. Take measures for the further submission to the DITSiZI of the Ministry of Internal Affairs of Russia of the information specified in subparagraph 2.5 of this order, in case of its change, as well as the termination of the processing of personal data, no later than two calendar days from the date of occurrence of such changes or from the date of termination of the processing of personal data.
3. DITSiZI of the Ministry of Internal Affairs of Russia (S.N. Lyashenko) to ensure:
3.1. Maintaining a list of personal data information systems.
3.2. Representation in Federal Service on supervision in the field of communications, information technologies and mass communications of information about the operator in the manner established by the Ministry of Telecom and Mass Communications of the Russian Federation.
4. DGSK of the Ministry of Internal Affairs of Russia (V.L. Kubyshko), together with the DITSiZI of the Ministry of Internal Affairs of Russia (S.N. Lyashenko), to provide training for advanced training courses for employees, federal civil servants and employees of internal affairs bodies in the field of personal data protection on the basis of the federal state treasury educational institution higher professional education "Voronezh Institute of the Ministry of Internal Affairs of the Russian Federation".

The instruction on the organization of the protection of personal data contained in the information systems of the Internal Affairs Directorate of Russia has been approved.
To ensure their safety, a protection system is being created. It must ensure the confidentiality, integrity and availability of data during their processing. The named system includes organizational and technical measures, means of preventing unauthorized access, information leakage through technical channels, etc.
The choice and implementation of methods and ways of protecting information is carried out on the basis of a threat model and depending on the class of personal data information systems. Classification is carried out by the operating unit. For this, a special commission is being created.
Threat models are developed for each information system at the stage of its creation (modernization).
Personal data is processed only after the creation of a protection system and the commissioning of the information system.
