    MODERN MANAGEMENT: TECHNOLOGY OR ART

    The article analyzes the evolution of the content of the concept of "management". The author believes that in modern conditions management is losing its technological essence, turning into the art of solving original problems. creative tasks. Given these trends, Russian management science should form a management model based on domestic management traditions.

    -| "the concepts of "management", "manager" I I are widely used in Russian science and practice, displacing the more traditional Russian language "leadership", "management", "leader". The active invasion of this English term occurred in the nineties of the twentieth century during the transition of the Russian economy to market principles of management.Today, this concept is firmly entrenched in scientific and everyday circulation, is included in the qualification directory of positions, about four hundred Russian higher educational institutions. According to researchers, there are more than 200 definitions of management in the Russian literature, most of which agree that management is a special type of management that has the following characteristic features:

    1. management is a system of interrelated actions, principles, approaches;

    2. management is carried out in conditions market economy;

    3. management implies the freedom to make managerial decisions based on the economic independence of the enterprise;

    4. management aims to extract commercial profit;

    5. management is management within one specific organization;

    6. management is carried out by hired professional managers. .

    At first glance, the above set of essential characteristics of management may seem exhaustive. However, with a more thoughtful appeal to the concept of "management" it turns out that everything is not so simple. On the one hand, like any living concept, the category of "management" changes under the influence of ongoing social changes. On the other hand, a certain inadequacy of this concept in relation to Russian practice. Management activities carried out in most Russian enterprises, can be called management at a stretch, and the point is not only in the low qualification of Russian managers, the very meaning of this concept does not coincide with the essence of the ongoing management processes.

    The need to clarify the content of the concept of "management", in our opinion, is very relevant. Without understanding this task, it is impossible to understand many contemporary problems management, do not determine the correct direction and content of the training of modern managerial personnel. The solution of the problem, or at least its correct statement, is extremely important both for teachers and students involved in the process of training specialists in the field of management, and for the heads of enterprises that in practice carry out the functions of Russian management.

    Let us turn to the origins of management theory. Initially, the term "management" appeared in the United States, in 1886, when the president of Aile and Town Money-Facturing, Henry R. Town, attempted to systemize the existing knowledge in the field of production management. The term "management" gained real popularity after publication in 1911 Frederick W. Taylor's book Principles scientific management». this work laid the foundation for management as a science of management. The essence of scientific management (management), in the understanding of F. Taylor, was reduced to the rationalization of production activities through the introduction of the principles of regulation and control into it, the separation of managerial activities from executive, planning, selection and training of personnel, financial incentives workers .

    Further development of management is associated with the successors of the school of scientific management F. and L. Gilbreth, G. Gantt, who proved that through the introduction of rationalization methods (improvement of labor operations, timekeeping, selection of tools, schedules for planning work tasks), it is possible to significantly increase labor efficiency.

    The essence of the classical school of management is most fully reflected in the famous 14 principles of the French engineer A. Fayol: division of labor, power and responsibility, discipline, unity of command, unity of goals and leadership, subordination of personal interests to common ones, remuneration of personnel, correlation of centralization and decentralization, hierarchy, order , justice, stability, initiative, corporate spirit. Fayol, for the first time, formulated the main management functions that express the essence of the Western management system: “To manage means to foresee, plan

    to administer, organize, command, coordinate and control."

    The essence of the philosophy of classical management theory can be expressed in one word - rationalism. The internal reason for the formation of management theory was the peculiarity of the mentality western man inclined to rationalize their behavior, striving for active transformational activities based on a clear setting of goals and a thoughtful choice of means to achieve them. The external reason that spurred the development of scientific management was the industrial revolution, which initially embraced the advanced countries of the West and spread throughout the world in the 20th century.

    The emergence of large industrial enterprises using machine production, mass use of low-skilled physical labor, demanded a fundamental change in the traditional management system. The emerging industrial society required thousands of managers capable of organizing production in the new conditions. Principles new system management were formulated by the founders of the scientific school of management, entrepreneurs had to implement and develop them in the practice of everyday management.

    Distinctive feature This period was the transformation of management into a technology that includes a set of standard measures for planning, division and cooperation of labor, regulation, stimulation, training of the workforce, and organization of control. Similar economic and social conditions allowed to largely algorithmize the management process. Management has become an ideology, and the profession of a manager has become a mass profession in an industrial society. Western universities and colleges as soon as possible management was trained on the basis of the principles of the scientific school.

    Summarizing what has been said, it can be noted that in addition to the specific features of management in its classical form, at least two very important characteristics:

    1. rationalization of the management process;

    2. use of technologies in management activities.

    In fairness, it should be said that in some of the definitions of management there are elements that indicate its rational-technological nature. For example, I.N. Gerchikova, defining management, emphasizes its rationality in the use of resources, in the textbook O.A. Zaitseva defines management as a process of optimizing human, material and financial resources. The authors of the Popular Economic Encyclopedia present management as a set of principles, methods, means, and techniques, thus pointing to the technological side of this phenomenon.

    Unfortunately, these aspects of management are poorly reflected in the Russian literature and therefore remain poorly understood not only by practical managers, but also by teachers involved in training in the field of management. The essence of management as a Western rational-technological model of management remains not understood.

    In recent years, under the pressure of global changes in the economic, political, cultural life of society, a certain revision of the classical paradigm is taking place in Western management theory. The rapid development of science and technology, the revolution in information technology, international speculation in financial and credit sphere made life difficult and unpredictable. The systematic activity of Western society is constantly disrupted by crises and catastrophes, it is no accident that the classic modern management P. Drucker called the modern post-industrial era "an era without patterns."

    Under the current conditions, it is becoming increasingly difficult for traditional management to perform traditional functions of forecasting, planning, and control. Familiar technologies in the field of labor organization: rationing, incentives, staff training do not give the desired effect in conditions of uncertainty. To be successful modern manager from a technologist, as he was in the era of industrialism, one has to turn into a researcher of an organization, to find solutions that are adequate to a rapidly changing environment. It is no coincidence that today such components as collecting and processing information, establishing communications, involving personnel in the decision-making process, introducing innovative approaches, coordinating, adjusting tasks, and developing their own management concepts have begun to be added to the traditional functions of classical management.

    Peter Drucker defines the activities of a leader managing organizations at the turn of the 20th and 21st centuries as follows: “The manager has two specific tasks ..... The manager is faced with the task of creating a true whole, which is more than the sum of all its parts - a productive organization. .. The second specific task of the manager is to harmonize each of his decisions and actions with the short-term and long-term plans of the enterprise.

    In the Japanese professional literature, the essence and role of management are defined as follows: "The growth of production productivity is achieved primarily not by the introduction of advanced technological methods, although they are undoubtedly extremely important, but by the organization of management. This term refers to the coordination and unification in the production process of individual efforts and the creation incentive motives of employees, which, firstly, would stimulate coordination and unification and, secondly, would contribute to the rapprochement

    the views and aims of all, or at least the majority, of those involved in the proceedings."

    As a reaction to the ongoing changes in management, theories have arisen that try to combine planning and activity under conditions of uncertainty, the provisions of classical management with the ideas of self-government. The new management philosophy is an organic approach that considers an enterprise as a living organism, constantly renewing and adapting to a changing external environment. A number of authors present the modern management process as something like "balancing between order and chaos", a jazz improvisation in the field of management. If traditional management focused on analysis, prediction, management, then the new management science shifts emphasis on the ability to adapt, improvise, and coordinate. From a technology worked out over the years of the industrial revolution, management is increasingly turning into the art of solving original creative problems.

    The perception of management as an art and previously existed in management theory. In the Oxford Dictionary in English management is defined as a way, a manner of dealing with people, the power and art of management, a special kind of skills and administrative skills. The view of management as a combination of science and art is present in the works of many foreign and Russian researchers. Here, for example, is how AI Orlov defines management: “Management is not only a science, but also the art of management. Management science provides general guidelines rather than specific instructions for each specific act of management. Real management, especially operational management, is more of an art than a science.

    The thesis about the combination of elements of science and art in management hardly needs additional evidence. Indeed, managerial activity is not only the application of professional knowledge and experience, but also, in many respects, a creative process based on an intuitive understanding of the essence of ongoing phenomena, the realization of natural abilities, and the talent of a manager. The management formula can be represented as follows: MANAGEMENT = Science + Art.

    The question is what is the relationship between the components of the right side of this equation. At the dawn of management, when its main provisions were just being formed, management was undoubtedly an art. With the accumulation of managerial knowledge and experience, management began to turn into a science, and then into a management technology. Technology is understood as a set of knowledge and skills (methods, techniques) used in management activities to achieve the set goals with optimal costs. Art in scientific management began to play a subordinate, secondary role. Finally,

    as the complexity and originality of managerial tasks increased, management again became more and more closer to art. The circle is closed, management began as an art and turned into an art again.

    Does the above mean that today we are dealing with the "decline" of traditional management? In all likelihood, yes. Despite the still fairly strong positions of the rational-technological paradigm, the general philosophy of management is fundamentally changing. The problem of a creative improvisational approach is becoming the mainstream of modern management. Of course, you can still call it management, and people professionally engaged in this activity - managers, but you need to understand that we are dealing with completely different phenomena based on other methodological principles.

    The above analysis is of great practical importance for Russian government. Despite the ongoing boom in the training of economists, lawyers, and managers throughout the post-perestroika years, the country is chronically short of good managers. Attempts to create a new management elite following the Western model did not bring the desired result. The main reason, in our opinion, is the wrong orientation existing system preparation. Sharpened on the outdated Western model, the school of Russian management is trying to teach management technologies that arose many years ago in the context of a developing industrial production. However, this model does not correspond to the essence of Russian society, did not correspond to the era of the 90s, when management began to take root in our lives, does not correspond today and, probably, will never correspond. Attempts to instill "yesterday" western experience doomed to failure, it is no coincidence that our society has a pejorative term "effective managers".

    In Russia there are no suitable conditions for the development of management: there is no stable economic and political situation, no traditions corresponding to Western society, and, most importantly, Russians have a different mentality, a different management culture. Historical experience, including the Soviet period, shows that Russian administration has always been akin to creativity, both in terms of the audacity and scale of setting tasks, and in terms of methods for solving them. Russian managers are forced to act in conditions of increased risk, the volatility of the external environment, and the political situation. The uncertainty that the West faced in the 21st century always exists in Russia, often bordering on chaos.

    Considering the above, modern Russian society needs not management, but a new management model that combines domestic traditions and the best modern world developments. At the same time, emphasis should be placed on the experience of Japan,

    China, who have created unique, transcendent " common sense» Western man, management models. (In Chinese, for example, the concept of "management" is not used at all, however, like other foreign words).

    Russian school management, it is necessary to change the vector of training, it is necessary to teach future specialists to think creatively, broadly, and not to train them according to the “knowledge - skills - skills” scheme, it is necessary to teach not technologies, but the art of finding non-trivial solutions for non-trivial managerial situations. The main task educational institutions is the formation of the base of encyclopedic education, which contributes to the flight of creative thought, the development of healthy ambitions in young people, the desire for creativity. Narrow professionalization, practical orientation, in our conditions lead management training to a dead end, provide specialist training at the level lower level management.

    Considering management as an art, we will be forced to realize that doing management

    far from everyone can do lazy activities. To become a real leader, you need to have natural inclinations, so you need a selection of future managers. It is advisable to introduce a provision on the mandatory work experience in production, the availability of recommendations from the place of work for admission to managerial specialties. There is an obvious need to move from the quantitative to the qualitative side of the training of managers - there cannot be many people involved in art. The number of universities providing training in the direction of management at the expense of budget financing, should be significantly reduced, and the released funds should be directed to the development of stronger universities.

    List of promising areas of development Russian system management training can be continued, but this is the task of another study. The purpose of this article is to draw the reader's attention to the problem of the modern content of the concept of "management", to encourage reflection on the need to form a national Russian model management.

    abstract. The article analyzes the evolution of the content of the "management" concept. An author considers that in modern terms a management lost the technological essence in a great deal, grew into the art of decision of original creative tasks. Given these trends, the Russian management science should form their own management model, based on local management traditions.
