1.1. Municipal preschool educational institutions of the city of Vladimir and the Vladimir region;

1.2. Municipal educational institutions of the city of Vladimir and the Vladimir region, state educational institutions of the Vladimir region;

1.3. State, municipal institutions Vladimir region for orphans and children left without parental care (legal representatives);

1.4. State special (correctional) institutions of the Vladimir region for students, pupils with disabilities;

1.5. Municipal institutions of the city of Vladimir and the Vladimir region of additional education for children;

1.6. Municipal health-improving educational institutions of the city of Vladimir and the Vladimir region of the sanatorium type for children in need of long-term treatment.

2. Basic concepts used in this Regulation:

1) grant - budgetary funds, including material resources VPOO "Mercy and Order", provided to a legal entity on a gratuitous and irrevocable basis for certain targeted expenses, support for social and civil initiatives, for the implementation of socially significant projects of institutions and organizations operating in the territory of Vladimir and the Vladimir Region, at their applications on a competitive basis with a mandatory follow-up report on the implementation of projects and the use of funds provided;

2) grantor - VPOO "Mercy and Order". The functions of the grantor include:

Conclusion of contracts with grant recipients;

Financing grant projects;

Control over the intended use of grant funds;

3) grant recipients - organizations recognized as winners of the competition for the provision of a grant;

4) grant applicants - organizations that have submitted applications for participation in the competition;

5) participants of the competition - organizations that have received the right to participate in the competition on the basis of a preliminary assessment of the application by the service for social work VPOO "Mercy and order";

6) a socially significant project - a system of measures united by functional, financial and other features, developed by a non-profit organization, and aimed at achieving a specific goal in the field of social, economic, cultural and other development of the Vladimir region, at improving the quality of life of the population, corresponding to the goals and objectives VPOO "Mercy and order";

7) application - a package of documents, the list of which is determined by these Regulations, submitted by the applicant to the social work service of the VPO "Mercy and Order", including a socially significant project;

8) expert - a person who has special knowledge and is involved in the examination;

9) examination - a study by a specialist (expert) of any issues, the solution of which requires special knowledge in the field of science, technology, art, etc.;

10) expert assessment - assessments that are obtained as a result of legal, substantive, organizational, economic examination of applications of participants in the competition by the services of the VPO "Mercy and Order" before consideration of applications by the grant committee.

3. Grants are provided in order to involve organizations in solving socially significant problems of the Vladimir region and support their activities in this area based on the development of civil initiative in solving issues of local and regional importance.

4. legal basis grants make up the Constitution of the Russian Federation, the Civil Code Russian Federation, Federal Laws: dated 01.01.01 "On non-profit organizations", dated 01.01.01 "On public associations", other regulatory legal acts of the Russian Federation, Laws of the Vladimir Region, Charter of the All-Russian Public Organization "Mercy and Order", these Regulations.


5. The main principles for granting grants are:

1) the social significance of projects proposed for grants, their compliance with the goals and objectives of the VPOO "Mercy and Order";

2) equality of rights for grant applicants;

3) publicity and openness of the procedure for granting grants, freedom of information at all stages of the competition for considering applications for grants;

4) competition (competitive basis for grants).

6. The competition, in which only one participant was declared, is declared invalid.

II. Organizational basis for grants

1 . The organizer of the competition is VPOO "Mercy and Order", which provides organizational, technical and other support for the competition.

2. The conditions and terms of the next competition, the total amount of funding for socially significant projects within the announced competition is determined by the Decision of the Chairman of the All-Russian Public Educational Public Organization "Mercy and Order" no later than 30 days before the deadline for accepting applications for the corresponding six months.

3. The decision of the Chairman of the VPOO "Mercy and Order" on the grant competition is placed in the media of the city and region in an information message indicating the terms and conditions of the competition, which include the deadlines for submitting applications for grants, the timing of the examination of applications, meetings of the grant commission, a list required documents and the application algorithm.

4 . The right to participate in the competition for grants is granted to organizations that meet the following requirements:

1) created in accordance with the requirements of the current legislation;

2) are registered as a legal entity;

3) operate on the territory of the Vladimir region for at least three months.

5. Associations of institutions and organizations, of which at least one meets the requirements specified in paragraph 4, may take part in the competition.

6. The amount of financing for one project is: from 5,000 rubles to rubles.

7. Restrictions on participation in the competition:

· the term of the project should be calculated no more than 6 months;

The following types of projects are not funded within the framework of the competition:

Ø repair and capital construction costs

Ø current expenses of the organization: wages, rent of premises;

Ø expenses for an already implemented project;

Ø commercial projects.

8. To organize and conduct a competition for a grant, a grant committee is formed: for the competition of projects implemented in the 1st half of the year - until October 25, in the 2nd half of the year - until April 25.

9. The composition of the grants commission (chairman, executive secretary and members of the grants commission) is approved by the decision of the Chairman of the VPOO "Mercy and Order" from among the chairmen of non-profit organizations of various social orientations, educational institutions and employees of the VPOO "Mercy and Order".

10. The Chairman of the Grants Commission is the Chairman of the VPOO "Mercy and Order" or the First Deputy Chairman. The composition of the commission must be at least 8 people, including the chairman of the commission and the secretary.

11. The Grants Commission performs organizational and technical functions and has expert (evaluative) powers.

III. How to apply for a grant

1. When participating for the first time in the competition of grant projects, the applicant submits an application to the social work service of VPOO "Mercy and Order", which includes the following documents:

1) an extract from the Unified State Register of Legal Entities (full), issued no later than 1 month at the time of submission of documents, or in return for:

A copy of the certificate of making an entry in the Unified State Register of Legal Entities when creating an organization (or making an entry in the Unified State Register of Legal Entities about a legal entity registered before 2002) (= the first certificate of PSRN), and

A copy of the certificate of making an entry in the Unified State Register of Legal Entities about state registration recent changes(= latest, most recent ORGN certificate);

2) a copy of the Charter of the organization certified by the seal and signature of the head;

3) certified by the signature of the head and the seal of the organization statement for participation in the grant competition (according to the approved form - see Appendix)

4) a copy of the license with attachments (if the activity whose funding is requested is subject to licensing);

5) brief information about the applicant: date of creation, goals and objectives of the activity, structure, composition of the governing bodies , the number of employees and participants of the organization or institution, the main results of activities;

6) a socially significant project, for the implementation of which an application for a grant is submitted;

7) project estimate;

9) in the case of filing an application for the publication of books, a manuscript or a layout of the book is provided in in electronic format, as well as a calculation for the requested circulation from the publishing house, at least 2 reviews from third-party organizations: from the Union of Journalists of the Vladimir Region, the Union of Writers of the Vladimir Region, editors printed publications Vladimir and the Vladimir region (see Appendix No. 1 Requirements for the design of socially significant projects).

2. When re-participating in the competition of grant projects, the applicant submits an application to the social work service of the VPO "Mercy and Order", which includes the following documents:

1) an application for participation in the grant competition certified by the signature of the head and the seal of the organization (according to the approved form - see Appendix);

2) brief information about the applicant: date of establishment, goals and objectives of the activity, structure, composition of the governing bodies, number of employees and participants of the organization or institution, main results of the activity;

3) a socially significant project, for the implementation of which an application for a grant is submitted;

4) project estimate;

5) in case of filing an application for the publication of books, a manuscript or a layout of the book in electronic form is provided, as well as a calculation for the requested circulation from the publishing house, at least 2 reviews from third-party organizations: from the Union of Journalists of the Vladimir Region, the Union of Writers of the Vladimir Region, editors of printed publications of Vladimir and Vladimir region (see Appendix No. 1 Requirements for the design of socially significant projects).

6) Certified by the signature of the head and the seal of the organization letter of guarantee that no changes were made to the founding documents. In case of changes, the original set of documents is provided.

3. The Social Work Service advises the applicant on the algorithm for applying for grants, on the design of grant projects, registers applications received;

3. Applications received after the deadline specified in the information message, i.e. after October 15 - for the 1st half of the year, after April 15 - for the 2nd half of the year, or submitted repeatedly without the necessary documents, are not considered.

IV. Preliminary evaluation of applications

1. The Social Work Service conducts a preliminary assessment of the application for completeness of documents, project design, availability of a detailed cost estimate and prepares conclusions for each project;

2. In the absence of a set of documents, their incomplete list or improper execution, the application is returned for revision to the applicant, who has the right to re-submit documents for the competition after making the necessary additions and corrections within the period specified in the information message about the competition;

3. Applicants whose applications have passed the preliminary evaluation with a positive result become participants in the competition;

4. Based on the preliminary assessment, the social work service prepares a summary table in which conclusions are entered on the applications (see Annex Summary table);

5. The social work service sends a summary table with the participants of the competition with the attached applications for a full examination.

V. Examination of applications

1. Complete expert assessment applications received for the competition are carried out by the Chairman of the VPOO "Mercy and Order" or the First Deputy Chairman, as well as the Director of the VPOO "Mercy and Order" services within 1.5 months after the preliminary assessment.

2. Examination of the services of the VPOO "Mercy and Order" includes the following examinations:

· Legal

Organizational

· Economic

3. Legal expertise determines:

1) the presence and correctness of registration legal documents specified in paragraphs 1-2 section III of this Regulation;


2) the legal capacity of the legal entity to carry out the activities specified in the grant project, namely its compliance with the statutory activities of the tender participant.

The person responsible for conducting legal expertise is the director of the legal service.

4. Organizational expertise determines:

1) methods, forms and mechanisms for the implementation of a socially significant project;

14. At the end of the term of the agreement on targeted financing of a socially significant project, the grantee is obliged to return to the grantor the unused part Money unless otherwise provided by the contract.

IX. Final provisions

1. This provision shall enter into force on September 3, 2012.

Project statement, briefly repeating all parts of the full proposal (no more than one page). It answers the questions: who will carry out the project, why and who needs this project, what are the goals and objectives, what will be the result, how the project will be carried out, how long it will last, how many and what resources will be required.

7. Relevance of the topic and statement of the problem (no more than one page)

Answers the questions: why is this project needed and what problem will it solve? Don't confuse the problem with how to solve it. The problem must be formulated clearly, in the form of some real-life contradiction, which must be eliminated with the help of the project.

8. Goals and objectives of the project.

Answers the questions: what is supposed to be done? The goal is stated briefly and clearly. Then, in a logical sequence, tasks are listed - the steps that must be taken to achieve the goal.

9. Target groups

Answers the questions: for whom the project is designed:

1) Who is the direct consumer of the results?

2) Who is the indirect object of influence?

10. Mechanism for achieving the set goal (description of ways to solve problems) (no more than 4-5 pages)

It is indicated how each task will be implemented, who will carry out the actions, what resources will be used, how participants will be selected - volunteers, specialists or service recipients, etc. In detail, for each task.

In pursuance of clause 2 of Decree of the Government of Moscow dated May 26, 2009 N 488-PP "On measures to train specialists with higher professional education in the specialty "State and municipal management" for state bodies of the city of Moscow" Government of Moscow

decides:

1. Approve the Regulations on the "Grants of the Government of Moscow for education" in the specialty "State and municipal government"for the state bodies of the city of Moscow (subsidies) (hereinafter referred to as the "Grants of the Government of Moscow for education") in accordance with the appendix to this resolution.

2. Determine that:

2.1. Financial support for the costs of providing subsidies for the education of gifted graduates of Moscow schools from low-income families in higher educational institutions of the city of Moscow under the "Moscow Government Grants for Education" system is made at the expense of additional expenditure obligations of the prefectures of the administrative districts of the city of Moscow, provided for in the budget of the city of Moscow.

2.2. The expenses specified in paragraph 2.1 of this resolution are not subject to the norms of legal acts of the Government of Moscow regulating the procedure for granting subsidies at the expense of additional expenditure obligations of the prefectures of the administrative districts of the city of Moscow, provided for in the budget of the city of Moscow.

2.3. Payment of the expenses provided for by this resolution is carried out on the basis of agreements concluded with higher educational institutions - winners of the selection for the provision of "Moscow Government Grants for Education".

3. To the prefectures of the administrative districts of the city of Moscow:

3.1. To allow the provision of subsidies from the budget of the city of Moscow in the direction of "provision of subsidies for the education of gifted graduates of Moscow schools from low-income families in higher educational institutions under the "Moscow Government Grants for Education" system.

3.2. Provide subsidies in the direction specified in paragraph 3.1 of this resolution, in the manner prescribed by this resolution.

3.3. Before November 1, 2009, introduce into the legal acts approving the procedure for granting subsidies from the budget of the city of Moscow by the prefectures of the administrative districts of the city of Moscow, the provision that the selection of higher educational institutions for the training of gifted graduates of Moscow schools from low-income families is carried out in accordance with this resolution .

Application. Regulations on "Grants of the Government of Moscow for training" in the specialty "State and municipal management" for state bodies of the city of Moscow (subsidies)

1. General Provisions

This Regulation has been developed in accordance with the Budget Code of the Russian Federation, other regulatory legal acts of the Russian Federation and legal acts of the city of Moscow, Decree of the Government of Moscow dated May 26, 2009 N 488-PP "On measures to train specialists with higher professional education in the specialty" State and Municipal Administration" for the state bodies of the city of Moscow" and determines the conditions and procedure for providing "Grants of the Government of Moscow for education" in the specialty "State and municipal administration" for the state bodies of the city of Moscow (subsidies) (hereinafter referred to as "Grants of the Government of Moscow for education") for account of funds from the budget of the city of Moscow.

1.1. "Grants of the Government of Moscow for education" - a subsidy provided in the prescribed manner to educational institutions of higher vocational education of the city of Moscow (hereinafter referred to as higher educational institutions) for the training of gifted graduates (who received at least 160 points according to the results of the Unified State Examination and take an active part in subject Olympiads, intellectual marathons, competitions) of Moscow schools from low-income families, whose average per capita income is less than 15 thousand rubles. per month for one family member permanently residing in the city of Moscow, in higher educational institutions under the main program of higher professional education in the specialty "State and municipal management".

1.2. "Grants of the Government of Moscow for education" are annually allocated from the funds provided in the budget of the city of Moscow to the prefectures of the administrative districts of the city of Moscow, in order to create conditions for obtaining higher professional education by gifted graduates of Moscow schools from low-income families, training highly qualified specialists from among them to work in government bodies of the city of Moscow.

1.3. Funds for the education of persons studying under the "Moscow Government Grants for Education" system are allocated based on the size of the cost of education per student and the number of students in a higher educational institution.

1.4. The purpose of the establishment of "Grants of the Government of Moscow for education" is the formation of a highly qualified personnel employees of state bodies of the city of Moscow.

1.5. The main objective of the establishment of the "Moscow Government Grants for Education" is the training of highly qualified specialists for the state bodies of the city of Moscow in accordance with the state educational standard in a profile specialty by higher educational institutions on a contract basis with a guaranteed employment system.

2. The procedure for providing "Grants of the Moscow Government for education" and the main conditions for training under the system "Grants of the Government of Moscow for education"

2.1. The volumes of targeted training are set no later than April 1 of the current calendar year Government of Moscow, based on the needs of the prefectures of the administrative districts of the city of Moscow in qualified specialists in the field of management and the possibility of financing the educational process and involve the annual enrollment of students in the number determined by the prefectures of the administrative districts of the city of Moscow in accordance with their needs.

2.2. The granting of "Grants of the Government of Moscow for education" is carried out only to higher educational institutions selected according to the results of the selection by the prefectures of the administrative districts of the city of Moscow.

2.3. Higher educational institution can participate in the selection, subject to the availability of a license to educational activities, certificates of state accreditation for the main program of higher professional education in the specialty "State and municipal management", and also provided that there are no financial violations in the activity.

2.4. Applications for the provision of "Grants of the Government of Moscow for education" from higher educational institutions are received by the prefectures of the administrative districts of the city of Moscow before February 1 of the current calendar year.

2.5. The list of documents that without fail are included in the application: a license for educational activities, a certificate of state accreditation, a certificate of making an entry in the Unified State Register legal entities, charter, as well as documents confirming the absence of overdue debts on taxes and other obligatory payments to the budgets of all levels and state off-budget funds, according to the funds of the budget of the city of Moscow, issued on a returnable basis; documents confirming the experience of working with state bodies of the city of Moscow (in no particular order).

2.6. The decision on the issue of granting a subsidy for education under the system "Grants of the Government of Moscow for education" is made based on the results of the selection by the commission established in accordance with legal act of the prefecture of the administrative district of the city of Moscow, and is formalized by a legal act of the prefecture of the administrative district of the city of Moscow, which is the basis for concluding an agreement on the provision of "Grants from the Government of Moscow for education".

2.7. The "Moscow Government Grants for Education" system is implemented on the basis of targeted contract training. In order to ensure the principle of targeted contract training, the contingent of applicants for training is formed from among young people on the basis of applications submitted by them from the prefectures of the administrative districts of Moscow recommending training in coordination with the Department of Education of the City of Moscow.

2.8. Applicants who successfully passed the interview and entrance tests in a higher education institution, conclude an agreement with this higher education institution, regulating the mutual obligations of the parties in the educational process, and a contract with the prefecture, regulating the mutual obligations of the student and the prefecture. The contract concluded by the applicant with the prefecture provides for the obligation to employ the graduate in government agency Moscow city or public institution administered by the prefecture of the administrative district of the city of Moscow for a period of at least three years.

2.9. The job (position) offered to the student after completion of studies in accordance with the contract for targeted training concluded with the recommending prefecture of the administrative district of Moscow must correspond to the level and profile of his professional education and the qualifications received.

2.10. 3. Conditions and procedure for the selection of candidates for training under the system "Grants of the Government of Moscow for training" and the conditions for training students

3.1. The selection of candidates for education in higher educational institutions under the system "Grants of the Government of Moscow for education" is carried out by the district competitive commission.

3.2. Candidates for training, along with an application from the recommending prefecture of the administrative district of Moscow (clause 2.7), submit the following documents to the higher educational institution:

- a statement indicating the place of residence;

- certificate of financial situation (income of family members);

- documents confirming the quantitative composition of the family;

- certificate of secondary (complete) general education;

- certificate of the results of the Unified State Examination;

- copies of certificates, certificates confirming success in studies, olympiads, competitions.

3.3. Enrollment of applicants is carried out in accordance with the current procedure for the admission of citizens to state-accredited educational institutions of higher professional education, approved by the Ministry of Education and Science of the Russian Federation, and the rules for the admission of a higher educational institution, subject to the conclusion of an agreement with a higher educational institution and a contract with the recommending prefecture.

3.4. Education of students in a higher educational institution that implements training under the "Moscow Government Grants for Education" system is carried out during the entire period of development curriculum subject to progress in all disciplines during the entire period of study.

3.5. A higher educational institution has the right to provide students with academic leave in accordance with and in the manner specified in the order of the Ministry of Education of Russia dated November 5, 1998 N 2782 "On the procedure for granting academic leaves".

3.6. In order to make a decision on the continuation of a student's education, a higher education institution annually reviews the results of their studies for the past academic year.

3.7. Termination of the right to study is carried out by order of the rector of a higher educational institution in agreement with the prefectures of the administrative districts of the city of Moscow.

3.8. Grounds for depriving a student of the right to study: low academic performance, gross violations discipline and rules internal regulations higher educational institution.

3.9. A vacant place of study may be redistributed to a new candidate, the selection of which will be carried out in accordance with the criteria established by these Regulations.

4. Sources and procedure for financing "Moscow Government Grants for Education"

4.1. "Grants of the Government of Moscow for education" (subsidies) are accounted for as part of the expenses provided for in the budget of the city of Moscow to the prefectures of the administrative districts of the city of Moscow for the current financial year.

4.2. The amount of appropriations under the "Moscow Government Grants for Education" is planned by the main manager of budgetary funds based on the size of the cost of education per student and the number of students under the "Grants for Education of Moscow Government" system in a higher educational institution in the next financial year.

4.3. A higher educational institution annually calculates (calculates) the cost of education for one student for the next financial year and submits it to the prefecture of the administrative district of Moscow.

4.4. The Department of Finance of the city of Moscow takes into account, when forming the budget of the city of Moscow for the next financial year, as part of the expenses provided for in the budget of the city of Moscow to the prefectures of the administrative districts of the city of Moscow, subsidies for financing education under the system "Grants of the Government of Moscow for education".

4.5. The prefectures of the administrative districts of the city of Moscow annually transfer funds to the settlement account of a higher educational institution in accordance with the terms of the agreement concluded between them in accordance with the amount of "Grants of the Government of Moscow for education" in the current financial year.

Grants from the Russkiy Mir Foundation are provided on a competitive basis to Russian and foreign non-profit organizations, as well as citizens or stateless persons for the implementation of projects whose purpose is to popularize the Russian language, support programs for its study, expand cultural and humanitarian cooperation with the Russian Federation, promote the activities of foreign Russian-language media mass media.

Fund grants are provided in two areas:

    • projects to promote the Russian language;
    • cultural and humanitarian projects.

As part of the implementation of projects to promote the Russian language, projects are accepted for consideration that have as their goal:

    • teaching Russian (including as a non-native and as a foreign language);
    • advanced training and retraining of teachers of the Russian language and literature;
    • creation of new educational and methodical complexes, teaching aids, textbooks and other publications to help teachers of the Russian language and literature studying the Russian language;
    • development of multimedia educational resources and distance learning systems for the Russian language and literature;
    • establishment and support of the activities of Russian-language schools;
    • holding olympiads and competitions in the Russian language and literature;
    • popularization of the Russian language and literature through mass media channels;
    • conducting linguistic research on the Russian language;
    • holding forums, conferences, round tables, festivals, holidays and other similar events aimed at popularizing the Russian language and Russian literature.

Within the framework of the cultural and humanitarian direction, projects are considered that aim to popularize the ideas and values ​​of the Russian world, to form a positive image of Russia abroad and interest in its modern life, including:

    • production and promotion of Russian-language media, other information resources, focused on the preservation and promotion of the values ​​of the Russian world;
    • preparing and publishing monographs, books, albums, making films about the Russian world and its prominent representatives;
    • holding forums, conferences, round tables, seminars dedicated to the study of Russia, its history and culture and their place in world civilization;
    • holding thematic festivals, holidays, exhibitions, competitions, etc.;
    • conducting other studies and events of a cultural and humanitarian orientation.

No, the project submitted in the grant application must correspond to only one of the two areas specified in paragraph 1.6 on granting grants from the Russkiy Mir Foundation. Each of the directions has its own list of goals provided for in paragraphs 1.7 or 1.8 of the above.

Decisions on support of grant applications received by the Fund are made by the expert councils of the Fund.

Grants are awarded on a competitive basis. Other equal conditions preference is given to projects that are of greater public importance and are more focused on achieving practical results. When evaluating projects, experts and expert councils of the Foundation make decisions based on the following criteria:

    • compliance of the project with the activities of the Fund and the areas in which financial support is provided;
    • the relevance, novelty and innovative nature of the project, the possibility of widespread use of the results of the project in the activities of educational institutions, non-profit and other organizations supported by the Foundation;
    • the presence of a target audience interested in the results of the project;
    • the validity of the requested funds;
    • availability of letters of support for the project from international and national professional associations, associations and organizations, scientific institutions, public and non-profit organizations, bodies state power and management, educational institutions;
    • availability of written confirmation of support this project at the expense of other sources of funding by other non-profit and commercial organizations, indicating the amounts provided by them for the implementation of the project;
    • the prospect of further development of the project and the use of its results after the completion of project financing.

Applications for the implementation of projects are not accepted for consideration and are not allowed to the competition:

    • commercial organizations, as well as non-profit organizations that have among their members commercial structures;
    • who were previously granted grants and donations from the Foundation, whose recipients did not fulfill their obligations to the Foundation, primarily related to the reliability, completeness and timeliness of submitting a report on the intended use of the funds received;
    • submitted by organizations, since the establishment, registration of which at the time of application has passed less than a calendar year;
    • involving the receipt of income and profit;
    • directed directly to financing the activities of non-profit organizations as such, as well as to cover the costs of repairing premises, forming property, creating funds and financing the activities of management and supervision bodies of organizations;
    • corresponding to more than one of the two directions specified in clause 1.6. , as well as projects whose goals correspond to more than one of the provisions specified in clause 1.7. or 1.8. the above provision;
    • individuals who provide for the remuneration of the applicant for the implementation of the project and (or) the costs associated with the involvement of other individuals in the implementation of the project (payment for labor, travel, accommodation, food, etc.);
    • the purpose of which is to publish books, textbooks, teaching materials, albums, the creation of films, television and radio programs and similar ones, which provide for the payment of royalties and royalties at the expense of the Foundation's grant, as well as projects that provide for the distribution or display of these materials created at the expense of the Foundation's grant, on a paid basis;
    • not providing for bringing the results of the project to the target audience;
    • the amount of the requested funding for which is indicated in a currency other than Russian rubles, euros or US dollars;
    • if the application, cost estimate and calendar plan the implementation of the project of which is not certified by the signature of the person (the head of the organization or the applicant - an individual) and the seal, if any, of the applicant - a legal entity;
    • if there is no cost estimate, a calendar plan for the implementation of the project, Bank details as well as photocopies accompanying documents;
    • if the original (original) application is not submitted;
    • if the application is not in Russian;
    • if the application is not made in the form established by the Fund (application forms for applicants - legal entities and applicants - individuals are posted on the Internet portal of the Fund).

The project of an applicant-individual must be implemented by him independently (on his own, without involving other natural persons-co-contractors). Projects of individuals that provide for the remuneration of the applicant-individual for the implementation of the project and (or) expenses associated with the involvement of other individuals in the implementation of the project (payment for labor, travel, accommodation, food, etc.) are not accepted for consideration and are not allowed to the competition. ). An individual applicant for the implementation of the project has the right to use the services (for example, printing, postal, information, etc.) of specialized organizations.

The grant application must be made in Russian. Applications in other languages ​​will not be considered.

The duration of the project is determined by the applicant independently (based on the content of the project) and is not regulated by the Fund. The timing of the project implementation includes preparatory activities (purchase of tickets, production of printed materials, etc.) and is reflected in the calendar plan (Appendix No. 2 to the grant application).

Applicants-residents of the Russian Federation in the application for a grant must indicate the amount of the requested grant in rubles of the Russian Federation; applicants - residents of countries European Union- In Euro; all other applicants - by choice: in rubles of the Russian Federation, US dollars or euros. The transfer of the grant amount is made by the Foundation in rubles, euros or US dollars on the basis of a grant agreement and in the manner established by the Foundation.

Grant funds are provided exclusively in non-cash form by transferring them to the bank account of the grant recipient in accordance with the grant agreement.

In order to receive a grant, it is necessary to submit to the Foundation an application for a grant, drawn up in accordance with the form posted on the Foundation's Internet portal (for applicants - or for applicants -). The application must contain an estimate of the costs of the project (Appendix No. 1) and a calendar plan for the implementation of the project (Appendix No. 2). It is also necessary to attach photocopies to the application, the list of which and the requirements for the content of which are published on the Internet portal of the Foundation.

The Expert Council decides on the support or rejection of the project, as well as on the amount of its funding in case of support. The application may not be supported in full, which is not a reason for the applicant to change the parameters of the project during its implementation.

The decision on consent or disagreement to implement the project on the proposed terms is made by the applicant. In case of consent, the approved amount is transferred to the applicant's account after the preparation and conclusion of the grant agreement.

Applications of individuals must be certified by their personal signature, and applications of legal entities - by the signature of the head of the organization indicated in the application, who has the right to act without a power of attorney on behalf of the applicant, and with a seal (if any).

Applications are accepted all year round.

If a grant application is received between January 1 and June 30 of the current year (during the spring session), then the project must begin no earlier than January 1 of the next year.

If a grant application is received between July 1 and December 31 of the current year (during the autumn session), then the project for it should begin no earlier than July 1 of the next year.

The date of application is considered date of admission to the Fund original application on paper with accompanying documents.

In accordance with the list of documents attached to the application for the grant of the Foundation, and the requirements for their content (the document is published on the Internet portal of the Foundation), applicants for the Foundation's grant must attach photocopies of the following documents to their applications for grants:

1) the applicant is an individual, regardless of citizenship: passport;

2) the applicant is a Russian legal entity: an extract from the Unified state register legal entities, received no later than 6 (six) months before the day of its sending to the Fund, as well as a letter from the applicant stating that the organization is not in the process of reorganization or liquidation;

3) an applicant-foreign legal entity: an extract from the register of the registering state authority (administrative or judicial), received no later than 6 (six) months before the date of its sending to the Fund, which must contain the following information:

    • an indication that the applicant has the status of a legal entity;
    • the exact full name of the applicant, including the name of its legal form, in accordance with its statutory documents;
    • an indication that the applicant is a non-profit organization, reflecting the list of its statutory goals and activities;
    • date of establishment (registration) of the applicant;
    • list of founders, participants, members of the applicant;
    • surname, name, patronymic and title of the position (management body) of the person who has the right to act on behalf of the applicant without a power of attorney, including to conclude contracts on behalf of the applicant, as well as the term of his powers;
    • Applicant's exact address.

If the legislation of the country of registration of the applicant does not provide for the issuance of an extract specified in this subparagraph, or in the absence of any of the above information in the extract, the applicant must submit additional copies of documents reflecting the missing information to the Fund. Such documents, depending on what information was not indicated in the extract, may be:

    • charter or extract from the charter (charter, regulation, statute, law on establishment) of a legal entity;
    • an act of registration of a legal entity, that is, an act of a public authority (administrative or judicial) on the state registration of an applicant as a legal entity;
    • a document (minutes, order) confirming the fact of election (appointment) to the position of a person who has the right to act on behalf of a legal entity without a power of attorney, including to conclude (sign) contracts.

The foreign legal entity applicant must also attach a letter signed by the head of the organization stating that the organization is not in the process of reorganization or liquidation.

If the grant contract on the part of the applicant-legal entity is signed not by its head, but by another person, then, regardless of the country of registration of the applicant, a duly executed power of attorney for this person must be submitted to the Fund, confirming his right to act on behalf of the applicant.

Applicants-foreign legal entities and individuals must submit to the Fund the documents specified in paragraphs 2 and 3 of this list, together with translations into Russian, certified by the signature and seal of the applicant (if any).

At the discretion of the applicant, the following may be attached to the application:

    • letters of support for the project from international and national professional associations, associations and organizations, scientific institutions, public and non-profit organizations, public authorities and administration, educational institutions;
    • project implementation program.

If the project provides for co-financing from other sources, then written confirmation of support for this project from other sources of funding by other non-profit and commercial organizations must be attached to the application, indicating the amounts provided by them for the implementation of the project.

Decisions to support grant applications received by the Foundation during the spring session (from January 1 to June 30 of the current year) are made by the Foundation's expert councils until September 30 of the current year.

Decisions to support applications received by the Fund during the autumn session (from July 1 to December 31 of the current year) are made by the Fund's expert councils until March 30 of the next year.

The Fund does not personally notify the applicant about admission, non-acceptance for consideration (non-admission to the competition) and rejection of the application.

The decision to support/reject a grant application is posted on the Foundation's Internet portal after it is submitted by the Foundation's expert council.

Personal notification of the applicant occurs only if the application has been supported (approved) by the Foundation's expert council. Information mail sent to the email address specified in the application.

No, funds are allocated subject to the implementation of the project in full, as determined by the application.

The Fund does not give written or oral explanations about the motives for making decisions by the expert councils of the Fund. In addition, the Fund does not personally notify grant applicants about applications that are not accepted for consideration, as well as about rejected applications. Information on the results of consideration of applications for the grants of the Foundation received by the Foundation is posted on the Foundation's Internet portal (in the "Grants" section).

The following types of expenses are not subject to payment at the expense of the Fund's grant:

    • o related to the current activities of the organization (utility costs, expenses for the maintenance and repair of buildings and structures, administrative expenses not related to the implementation of the project, banking services, rent of office space for the current activities of the organization, etc.);
    • for the acquisition of buildings, structures and other real estate, as well as movable property;
    • on payment of taxes of legal entities (on profit, on income, on value added);
    • for the acquisition of communications equipment and payment for services mobile communications;
    • for the purchase of business class air tickets and railway tickets of categories "CB", "luxury", "soft", etc.;
    • on payment for services for renting a dwelling of a category higher than "economy";
    • upon payment entertainment programs;
    • unforeseen expenses, other expenses not directly related to the implementation of the project;
    • entertainment expenses;
    • payment of prizes in cash;
    • publication of books, teaching aids, methodological materials, albums, creation of films, television and radio programs and similar to them: expenses for the payment of royalties and royalties at the expense of the Foundation's grant, as well as expenses for the distribution or display of these materials created at the expense of the Foundation's grant for paid basis.

For projects that aim to book publishing(textbooks, methodological materials, albums, etc.), the Fund's grant can cover the costs of applicants for prepress preparation of publications and printing costs for printing the entire circulation sent free of charge to non-profit organizations (according to the list agreed with the Fund).

For projects that aim to film making(television/radio programs and broadcasts), the costs of organizing filming, editing, dubbing and issuing rental permits can be covered at the expense of the grant, provided that the work is shown free of charge (in the target audiences agreed with the Foundation).

1. Used concepts and definitions

1.1. Grant of the Government of Moscow (hereinafter referred to as the grant)- gratuitous and irrevocable provision on a competitive basis by the Government of Moscow (grant giver) to the subject of scientific and scientific and technical activities (grant recipient) of funds from the city budget for the implementation of a specific project in the interests of developing the scientific and technical potential of the city.

2. General provisions

2.1. Grants are provided by the Department of Science and Industrial Policy of the Government of Moscow on the basis of the decision of the competition commission in the following areas:

8. Implementation of scientific and technical projects carried out within the framework of the granted grant

8.1.3. A breakdown of costs is attached to the contract report.

8.1.4. Right intellectual property(expressed in the form of scientific and technical documentation, patents, etc.) under a grant from the Government of Moscow belongs to the city and is reflected in the contract.

8.2. Financing of the grant provided to an individual, carried out through scientific organization or company specified in the application.

8.3. The maximum amount of overhead costs cannot exceed 10% of the cost of the contract for grants in the direction of clause 2.1.1 and 10% of the contractor's own costs for grants of the direction of clause 2.1.2 (the cost of the contract minus the cost of the purchased equipment).

8.4. Purchase of necessary computer science by the grant recipient is made in agreement with the city customer, taking into account the capabilities of existing centers for collective use.

8.5. Acceptance of reports on grants is made by the city customer together with the relevant users (departments, committees and departments) in the prescribed manner.

9.7. If circumstances arise that prevent the project manager from performing his functions, the project manager informs the city customer about this, after which the city customer, together with the competition commission, considers the feasibility and conditions for continuing work on the project. The replacement of the project manager is made by the decision of the Competition Commission.
