On the one hand, I am very glad that such programs exist - this means that society still understands that this is the most important thing. Another point is how much this is enough to really change something. And here the question of execution arises, and our execution is not always problem-free. There is a question - to what extent the vectors of development of the rural economy will actually have access to all this. There are different categories - there are agricultural holdings that also do a lot, for example, create jobs. But they usually have those administrative resources (we are well aware that there is no way in Russia without them) that allow them to develop faster. The second category is local companies - these people were called kulaks a hundred years ago - they create large-scale farms in the regions. Again, the question - will they get access to the opportunities provided by this program, remains unanswered. There are also small farmers.

The program itself is normal. You can criticize it, you can praise it. But, you know, it's not that important given the magnitude of the catastrophe that's been created since 1917. I am not inclined to defend the first person in our state, but I sympathize with him, because the administrative apparatus of the regions works under him, which is very difficult to deal with, which can hardly be called effective. The new Stolypin would not have been able to cope here either.

You can complain and criticize for a long time, but I am very glad and grateful to the government that they set this task, and that in our general development algorithm this is one of the points that was recognized as worthwhile special attention and support from the political corps.
