Since the 17th century, in connection with the expansion of the southern borders Russian Empire, the need for navigation in the Azov and Black Seas increases, the foundations for the repair and construction of ships and ships are laid.

In 1865, in a place convenient for parking and repairing various ships, on the left bank of the Don River, the shipowner Storozhenko A.M. a ship-repair workshop is founded with the placement of the first slipway in Rostov-on-Don for lifting ships. Later, the merchant Feofani F.Kh., having bought from Storozhenko A.M. a plot of land, builds a steam ship lift, and ship repair shops of Louis Dreyfus and Olchi-Ogly I.N. are formed nearby.

By the end of the 19th, ship repair shops located in the District of Rostov-on-Don carry out serious repairs and maintenance of sailing and steam ships that carry cargo in the Azov-Black Sea basin.

The merger in 1918 of the workshops located on the current territory of the plant into a single ship repair enterprise was further development ship repair in Rostov-on-Don. With the beginning of the Great Patriotic War, the plant was forced to evacuate. Part of the workforce, together with the equipment, was transferred to Krasnovodsk, thereby giving rise to a new plant. A significant group of specialists headed by director Stenko M.I., who was appointed to head Shipyard"Red Forge", sent to Arkhangelsk.
