Order of the Ministry of Transport, Ministry of Labor dated 11.03.1994 No. 13/11 “On approval of the Regulations on the procedure for attestation of persons holding positions of executive managers and specialists of transport enterprises” became invalid due to the issuance of order of the Ministry of Transport No. 142, Ministry of Labor No. 230n dated 12.04.2018. The same order canceled a number of other orders.

Requirements remain in place federal law dated December 10, 1995 No. 196-FZ “On safety traffic', and they must be followed.

Legal entities and individual entrepreneurs who carry out transportation by road and urban ground electric transport must:

appoint a person responsible for ensuring road safety who has been certified for the right to engage in relevant activities in the manner prescribed by the federal body executive power that performs the functions of developing public policy and legal regulation in the field of transport;
ensure that employees meet the professional and qualification requirements for transportation and established by the federal executive body responsible for the development of state policy and legal regulation in the field of transport, unless otherwise established by the Federal Law (Part 4, Article 20 of Federal Law No. 196-FZ).
The law makes mandatory requirement to the certification of a person responsible for ensuring road safety and there is a current regulatory document regulating given order(Order of the Ministry of Transport dated March 20, 2017 No. 106 “On Approval of the Procedure for Certification of a Person Responsible for Ensuring Road Safety for the Right to Engage in Relevant Activities”).

The employer provides, in accordance with the established procedure, certification for compliance with the position occupied, related to ensuring safe operation Vehicle, in regional or other attestation commissions bodies government controlled on transport:
