There are many different types of control in labor protection. This includes current monitoring of the implementation of action plans and monitoring of the health status of personnel, and constant monitoring of the state of production environment. There is also such a type of control as a step, it is also called a three-step control over the state of labor protection. A three-stage type of control is included in . This is the type of control we will consider in this article.

Who conducts it? At what time? And what is this control?

Why stepped? Because it has three steps: first, second and third. Consider them:

Three step control for the state of labor protection.

1st stage of control- is carried out daily (every shift, daily) by the immediate supervisor of the work (foreman, duty officer at the station, workshop, shift foreman, etc.) together with a representative of the labor protection commission or an employee participating in this process. It is carried out both at the beginning and throughout the working day (shift).

At the beginning of the working day (shift), the following is checked: elimination of violations identified by the previous audit, the state of workplaces, the readiness of employees to perform job duties(state of health), condition and serviceability and availability necessary tool, devices, integrity of overalls and protective equipment, footwear, serviceability and timely activation of ventilation, sufficient lighting, serviceability of grounding devices, condition of passages and driveways, availability of fire extinguishing equipment, first aid kits, certificates of testing knowledge on labor protection and admission to work etc. During the working day (shift), it is necessary to monitor the compliance of employees with the rules and instructions on labor protection, the availability and correct use of personal protective equipment by employees.

The master makes a journal entry about the first stage of control with the appointment of a person responsible for the implementation of the identified violation and an indication of the deadline for completion, if it is not possible to perform immediately.

2nd stage of control- is carried out by the head of the unit (head of the section, workshop, senior foreman, etc.) at least once every ten days with the participation of labor protection representatives.

During the inspection, the following is checked: the implementation of measures outlined by the results of previous inspections of the 1st and 2nd stages of control, the implementation of orders and instructions from the administration of the enterprise, decisions of the trade union committee, the implementation of measures based on the materials of the investigation of accidents, the serviceability of equipment, Vehicle, correspondence technological processes requirements of labor protection, lighting of workplaces, serviceability of ventilation devices and electrical equipment, the presence of warning signs, posters and safety signs, the timeliness and quality of briefings and training on labor protection issues, the sanitary condition of workshops and sanitary and amenity premises, compliance with work and rest regimes.

A record of this stage of control is also recorded in the journal of working conditions or the journal of the three-stage control. Responsible for the implementation of identified violations, both from among the foremen and from among the workers, are appointed. The deadlines for the implementation of identified violations are set to be long until the next stage and different depending on the complexity of the violation.

3rd step control is carried out by a commission headed by one of the leaders of the enterprise at least once a quarter, covering all production units. If necessary, several commissions can be created, the composition of which is determined by order on structural divisions. The committee is made up of deputy directors and Chief Engineer, engineer for labor protection, representatives of the trade union committee, commissioners for labor protection, chief technologist, inspector of the personnel department responsible for electrical facilities, etc. The third stage is held regardless of the spring and autumn technical inspections buildings, structures, equipment, vehicles carried out in order to prepare for summer and winter working conditions.

During the 3rd stage of control, the following is checked:

– implementation of measures for the previous stages of control, organization of the 1st and 2-1 stages of control:

— fulfillment of instructions on labor protection by regulatory authorities, instructions of supervisory authorities, based on materials of accidents.

- the presence and correctness of maintaining a sanitary-technical passport.

— the availability and maintenance of sanitary facilities, the provision of workers with overalls and PPE, the timeliness of write-offs.

- implementation of activities, planned improvement of working conditions and an agreement on labor protection.

The results of inspections for all levels of control should be reflected in the control log of the unit where the inspection was carried out.

In organizations with a small number of employees, by order and position of the head of the enterprise, a two-stage control of the state of labor protection conditions can be carried out.

Stepwise control is adopted at enterprises on the basis of an order approved by the employer and its entry into force.

Labor protection and protection of workers from dangerous and harmful production factors is the most important task employer. To do this, enterprises and organizations operate various labor protection management systems that use various tools to ensure the safety of workers. One of the tools for continuous monitoring of the state of labor safety at the enterprise and the operational management of the labor protection and safety system is a three-stage control.

Multi-stage (three-stage) labor protection control- a multi-level system of continuous and constant monitoring of ensuring the requirements of labor protection in the course of the activity of an enterprise, organization.

Three-stage control in the labor protection management system is the main form of control by representatives of the employer and the labor collective over the state of working conditions and safety at workplaces, production sites and workshops, as well as compliance by all services, officials and employees of the requirements of labor legislation:

  • ways to monitor the state of conditions and labor protection at the enterprise, in the organization,
  • labor discipline in the workplace,
  • compliance with labor safety standards, norms, rules, instructions and other legal acts on labor protection.

It is an important factor in the system of measures to improve working conditions and improve the culture of production, further reduce industrial injuries and morbidity, provides collective responsibility for the state of labor protection of all employees - from an ordinary worker to the head of an institution, i.e. control from top to bottom.

Tasks of multi-stage control

  • implementation of a set of measures for labor protection;
  • determination of employees responsible for timely verification of the state of labor protection;
  • elimination of shortcomings identified at three successive steps.

The employer is not obliged to introduce a three-stage control at the enterprise, in the institution, however, it can become a reliable system for preventing industrial injuries.

Steps of control

  • I step. The foreman and the authorized (trusted) person for labor protection of the trade union bypass all workplaces daily. Detected problems are fixed immediately;
  • II stage. The head of the workshop (large area) and the commissioner for labor protection with an engineer for labor protection make a round once a week. The results of the check are recorded in a log with the appointment of executors and the establishment of a deadline for eliminating the discrepancy;
  • Stage I II. The commission (committee) of the enterprise examines the state of labor protection in the divisions once a month. Based on the results of the inspection, an act on violations is drawn up and an order is issued to eliminate them.

At an enterprise, in an organization with a small number of employees, two-stage control is used:

  • I step. Daily inspection by the head of all workplaces;
  • II stage. Monthly in-depth examination by the committee (commission) on labor protection with the participation of leading specialists of a small enterprise, an authorized (trusted) person for labor protection of a trade union or labor collective.

Based on the results of the commission’s check, the noted shortcomings, proposals for their elimination, deadlines and the contractor are entered in a special journal. The contractor responsible for the implementation of the planned activity puts his signature.

It should be understood that three-stage control will give noticeable results only if the entire staff of the enterprise, organization, from workers to top management, will consistently and persistently fight for the improvement of working conditions.

The main condition for the enterprise, the organization of the introduction of three-stage control is the presence of a trade union or other representative body of workers.

A lot depends on the chairman of the trade union organization in matters of labor protection. He must organize public control, manage the work of labor protection commissioners, negotiate with the head of the organization. It will also be necessary to form at the enterprise, in the organization a commission (committee) on labor protection, which will organize joint actions of the employer and employees on labor protection. The commission (committee) performs the following duties:

  • organizes an inspection of the state of labor protection conditions at workplaces;
  • informs employees of the results of these inspections;
  • collects proposals for the section of the collective agreement on labor protection.

Responsibility for the organization, methodological support of the functioning of the three-stage control at the enterprise, in the organization is assigned to the department or labor protection specialist. Each engineering and technical worker, within the framework of the powers defined in job description involved in the control. The content of inspections at all levels of labor protection control can be supplemented depending on the specifics of the work, the technologies used; the frequency, reflection of checks in the documentation are almost identical at all enterprises and organizations.

The three-stage control system provides:

Use of collective and individual protective equipment by employees;

The 1st stage of control is carried out by the immediate supervisor of the work (foreman, station attendant, shift foreman, etc.) both at the beginning and throughout the working day (shift). The first stage of control provides for a daily (every shift) examination of the state of protection and working conditions before the start of work by the head of work together with the authorized persons for labor protection (trusted) persons for labor protection of the trade union or labor collective.

Back in the days of the Soviet Union, a system of three-stage control for labor protection was developed. And today this method is used quite actively.

Types of control

Labor Code obliges the employer not only to ensure appropriate labor protection conditions in the company, but also to organize proper control over the state of such conditions.

There are three main systems for monitoring labor protection:

  • state;
  • departmental;
  • public.

In addition to these systems, there is also a three-stage control (administrative-public).

Three-step control: its essence

The essence of this method is to organize control in three stages (steps).

There is no single document regulating the procedure for such control in all organizations. There are several regulatory legal acts that describe this method in individual industries.

For example, in the Rules for printing companies (Order of the MPTR of the Russian Federation dated 04.12.2002 N 237). This document this method provides:

  • daily control (stage I) - should be carried out by the foreman of the site together with the public inspector;
  • weekly (stage II) - by the head of the shop together with the commissioner for labor protection;
  • monthly (stage III) - by a commission led by the chief engineer of the organization.

The same method of control is also used during operational work and ensuring the safety of train traffic in the locomotive facilities of Russian Railways (Regulations, approved by Russian Railways on August 12, 2006 N TsTL-16/2).

Let us consider in more detail each stage of control, based on the general established practice.

1st stage of control

It implies carrying out daily monitoring or every shift. It is carried out by the work manager (for example, a shift foreman, station attendant, foreman, etc.). Control should be carried out both at the beginning of the working day and during the day or shift.

At the beginning of the working day, the work manager must check:

  • readiness of employees to start labor activity(on the general state of health, lack of alcohol intoxication, etc.);
  • workplaces (their condition and compliance with standards);
  • availability of a first aid kit, fire extinguishing equipment, etc.;
  • availability of protective equipment and overalls, serviceable tools and devices;
  • correct operation of grounding devices, ventilation, lighting;
  • condition of passages and driveways;
  • elimination of violations detected by the previous check.

After the work team starts work, it is necessary to monitor the compliance of employees with instructions and rules on labor protection throughout the entire shift.

2nd stage of control

The 2nd step is carried out by the head of the department. For example, the head of a workshop, section, senior foreman, etc. can act as his capacity.

Control is carried out at least once a month. Persons authorized for labor protection are involved in the participation.

The second step checks:

  • implementation of activities planned based on the results of inspections of previous levels of control;
  • implementation of measures following the results of the investigation of accidents;
  • performance of vehicles, equipment;
  • illumination of workplaces;
  • availability of information stands and safety signs;
  • the quality and timeliness of technical training and briefings;
  • serviceability of electrical equipment and ventilation devices;
  • sanitary condition of workshops and amenity premises.

3rd stage of control

The last stage is carried out by the commission. The commission may include the chief engineer, deputy chiefs, labor protection engineer, labor protection commissioners, representatives of the trade union committee, chief technologist responsible for electrical facilities, personnel department inspector, etc. The commission is headed by one of the leaders of the enterprise. In some cases, if necessary, several commissions may be created.

The 3rd stage of control is carried out at least once a quarter. The audit covers all production units.

  • results of control at the previous stages;
  • maintenance of buildings, structures, roadways, pedestrian areas, premises, passages, tunnels;
  • performance of technological, lifting, transport and other equipment;
  • correct operation of ventilation systems;
  • availability of connection diagrams for power plants and communications;
  • availability and use of overalls, special footwear and other means of protection;
  • observance of the regime of work and rest;
  • compliance with sanitary and hygienic standards, electrical and fire safety rules, etc.

Based on the results of the verification at the third stage, an act is drawn up. In this act, the identified violations are indicated. On the basis of the act, an order is issued to take the necessary measures and eliminate the identified violations.

Three-stage control on labor protection: regulatory documents

The state does not oblige enterprises to organize a three-stage control on labor protection - regulatory documents, in particular, the Labor Code of the Russian Federation, do not provide for this. However, most businesses introduce it on their own initiative. Supervisory authorities (for example, the Ministry of Labor of the Russian Federation) have the right to strongly recommend the introduction of a system of three-stage control over compliance with labor protection.

In some organizations, the three-stage control on labor protection is transformed into a two-stage one. This happens when the staff is small: in private medical offices, small shops, beauty salons, etc., as well as individual entrepreneurs who use labor employees.

The following regulatory documents will help to organize a system of three-stage control on labor protection:

Regulation "On three-stage control on labor protection";
Regulation "On the enterprise OSMS" or the enterprise standard "Enterprise OSMS";
order to introduce three-stage control.

In which regulatory document to prescribe a three-stage control on labor protection - in a separate Regulation, or in the Regulation "On the OSMS", each organization decides independently. In any of them:

How the three-stage control over compliance with labor protection works

To ensure continuous monitoring of occupational safety, control functions are divided into 3 levels:

1. Operational control

The main goal is to eliminate as quickly as possible dangerous situations. Periodicity is constant. It is carried out by foremen, foremen and other direct supervisors of the work. They:

Bring to the attention of employees the need to constantly take care of personal safety, organize self-control;
acquaint employees with safe working methods, control the implementation of the requirements introduced by the instructions;
note whether the requirements of previous inspections have been fulfilled, organize their implementation;
daily:

at the beginning of the shift, they are convinced of compliance with the standards:

- the condition of workplaces and equipment: the serviceability of tools, devices, the availability of PPE, the operation of ventilation and lighting systems;
- the presence of serviceable fences, locks, the issuance of key tags;
- the condition of passages, driveways (the integrity of the coating and fences, the absence of clutter);
— paperwork: work permits, orders for joint work, reports from previous shifts, etc.

and availability:

- safety signs, safety instructions, necessary magazines;
- necessary certificates from employees;

during the shift:

- control the work of personnel, the use of PPE, the safety of workplaces;
- promptly respond to employee complaints;
— control the condition of the equipment;
- promptly eliminate violations. If they cannot correct the situation on their own, a corresponding entry is made in the 3-step control log.

If the violation is too dangerous, work is stopped until it is completely eliminated. Information about it is brought to the attention of management and specialists who need to be involved in its elimination.

2. Control by division

The main purpose of control at this level is to ensure the safety of all work organized in the unit. Events are held weekly, monthly or operationally. Responsible persons: heads of departments (heads of workshops, shifts, senior foremen, managers, etc.). They:

Every day they hear reports from subordinate specialists on the work carried out in the unit and their safety;
weekly or more often check the logs of acceptance / delivery of shifts, 3-stage control, other logs, organize the elimination of violations that were revealed by the previous level of control, check the implementation of the recommendations made by previous checks;
Monthly or more often check the state of security at the workplaces of the unit. This work is carried out jointly with the authorized labor collectives for labor protection, if the trade union committee wishes, also with its representatives. If the audit coincides with the audit of the OT service of the enterprise, then they are carried out jointly by one commission.

Checked:

Implementation of measures recommended by previous audits;
work safety;
proper operation of the equipment, its maintenance and repair;
availability and correct design OT documentation;
the quality of control at the previous stage;
working conditions, sanitary and household services;
completeness of PPE, safety signs, instructions and their use.

The "3-Step Control Log" records violations that cannot be immediately eliminated. The results of the control are displayed in the order and are studied at the next OT meeting.

3. Control in the organization

The main task is to ensure security in the whole enterprise. Periodicity - promptly, monthly, quarterly, according to the schedule. Responsible persons: the head of the enterprise, the labor protection commission.

Responsibilities:

Head of the enterprise:
organizes the daily collection of information from the heads of departments, the OT service and makes appropriate decisions;
once every six months or more often organizes a commission review of the implementation of the plan of comprehensive measures for labor protection, the adoption of appropriate decisions.
Chief Engineer:

- organizes the daily collection of information from dispatchers, OT services, makes appropriate decisions;
- quarterly or more often organizes a commission review of the state of health protection at the enterprise, makes or approves relevant decisions.

Head of OT Service:

- organizes monthly collection of information from the heads of departments on the state of health protection;
— monthly works with authorized labor collectives on labor protection issues: hears proposals, organizes training, coordinates joint work;
— conducts inspections of the state of OT according to the schedule, as well as unscheduled.

Main specialists:

— monthly organize an analysis of labor protection violations recorded in their subordinate units during the reporting period;
— quarterly and more often carry out inspections in the area of ​​their competence.

Labor Protection Commission:

— conducts inspections of the state of health protection according to the schedule of comprehensive examinations. In the course of this, she checks all aspects of the work of units in the field of security;
— the quality of work at the 2nd stage of control, the implementation of the recommendations of previous inspections;
- the results of the work are formalized by acts, on the basis of which the relevant orders and orders are issued.

The OT service controls the elimination of violations identified by the commission.
