Comments on the dynamics of 2016-2017

In the main rating Mil.Press FLOT accepts for comparison only warships the main classes of the Russian Navy and the US Navy. In recent years, China's navy has also been intensively strengthened. But official Beijing is trying to keep the exact data on its shipbuilding program secret, so it is not possible to objectively assess the combat capabilities of the PRC Navy.

This time, the editors made minor adjustments in assessing the combat readiness of the US Navy, making an adjustment for the ships that went for overhaul and modernization. Thanks to this, according to the results of 2017, which was not very successful for the Russian naval shipbuilding (the Navy received only two warships - the frigate "" and the corvette ""), Russia avoided a failure in the report card and even slightly improved its position compared to the previous year.

It should be noted that during the same time, the US Navy received a new generation aircraft carrier Gerald Ford, two Arleigh Burke class missile destroyers, two Virginia class multipurpose nuclear submarines and three ships coastal zone LCS type. But two incidents in the US Pacific Fleet played in favor of Russia, as a result of which the destroyers "" and "John McCain" were out of action for a long time.

If we take into account the ships, ships and boats of repair and reserve, ships of the auxiliary fleet that are in trial operation, we can talk about almost equal payroll parties; at the same time, the Russian Navy continues to concede to the US Navy in terms of combat potential by slightly less than a third.

January 25 modernized diesel-electric submarine "Komsomolsk-on-Amur".

On April 6, the Zvezdochka Ship Repair Center completed the repair of the nuclear submarine missile cruiser"Eagle" (project 949A "Antey").

On April 20, at the Sredne-Nevsky shipbuilding plant in St. Petersburg, the third serial mine defense ship of project 12700 "Vladimir Yemelyanov" was laid down.

On April 25, Russian President Vladimir Putin launched the testing of the GTA M35R-1 gas turbine unit with the new M70FRU-2 marine engine.

On December 5, an experimental vessel Ilmen of project 11982 was launched at the Pella Leningrad shipbuilding plant.

In December, it became known that the Feodosia Shipbuilding Plant would be transferred to the St. Petersburg Zvezda.

On December 25, the third frigate of project 11356 "Admiral Makarov" was handed over to the fleet.

The legendary Commander-in-Chief of the Navy of the USSR Admiral of the Fleet of the Soviet Union S.G. Gorshkov, speaking about the balance of the Navy, argued that it "consists in the fact that all the elements that make up its combat power, and the means that provide them, are constantly in the most advantageous combination, in which the fleet can fully realize the ability to perform various tasks in conditions of both nuclear and any possible war."

For a number of years, the Central Naval Portal (TSVMP) has been conducting an independent study of the composition and condition of the fleets of the leading world powers, and in the first place, the Russian fleet, traditionally assessing its combat potential in relation to naval forces USA.

In its study, the TsVMP accepts for calculations only those data that become available in the open press: both domestic (VPK, Vlast magazine), and foreign (Jane "s), as well as in the electronic media. The calculation of the strength of both fleets was also carried out with certain assumptions, which were initially explained in relation to support vessels, auxiliary fleet, reserve ships, methods for calculating the combat strength of the Russian Navy and the US Navy. TsVMP is not an academic publication and considers possible errors are acceptable.

As for the calculation of the combat capabilities of the fleets, here, too, the TsVMP chose not to follow traditional methods, deliberately avoiding calculations of the combat potential, especially since the term "combat potential" itself has many different definitions. We do not undertake to perform a calculation of the combat potential of the Navy and we understand the complexity of taking into account the totality of various types of weapons and equipment, control and support systems, other factors and components of such a calculation. That's what the General Staff is for.

The TsVMP applied its own calculation method, which makes it possible to visualize in tabular form not only the entire diversity of the ship composition of the two fleets, but also to compare their combat capabilities.

Each line of the table is assigned its own coefficient, as in traditional methods of calculating the combat potential, weighted average coefficients are used, reflecting the totality of indicators of the combat properties of ships. The choice of the value of the coefficients was made not quite arbitrarily, but based on an assessment of the totality of the combat properties of ships of one class or another.

Nuclear submarine missile carriers, despite their exceptional firepower, have been assigned a coefficient of 0. We deliberately excluded the "naval component of the nuclear shield" from the calculation, not only because "they are not expected to participate in a non-nuclear war," but also in order to remove from the shadow of this shield the real ratio of the combat capabilities of the Russian Navy and the US Navy.

Readers generally agreed on the choice of values ​​for other coefficients.

The apparent simplicity of the calculation yielded results that make it possible to understand the acute public concern about the state of our fleet.

According to the State Armaments Program for 2011-2020 (SAP-2020), adopted at the end of 2010, it is planned to allocate more than 20 trillion rubles for the development of the army and navy, including the construction of 50 surface ships, 8 strategic missile submarines and 20 submarines, up to 80 ships of the auxiliary fleet.

After the events of 2014, Crimea again attracted the attention of not only Russians, but, perhaps, the whole world. And the point here is not only in the political scandal between the two states - Russia and Ukraine. And not in the speed with which Russia carried out Crimean operation. And the fact that after the return of the Crimea, the Black Sea found a second life.

It is no secret that during the years of Ukraine's ownership of the Crimean shores, the development of Crimea was greatly slowed down, and very few financial resources were allocated from the treasury for the maintenance of the peninsula. This also affected the naval bases of the Crimean peninsula. In the article we will try to describe as fully as possible what prospects Russia has for the development of the Black Sea Fleet on the Crimean Peninsula.

Balaklava bay. A bit of history

From history it is known that the field of how the Crimea came under the possession of Russia, it was in the Balaklava Bay that the ships of the Black Sea Fleet of Russia were stationed. Since 1776, the Balaklava Greek infantry battalion has been located in this place. The basis of this battalion was made up of emigrants, participants in the anti-Ottoman uprising on the islands of the Aegean Sea. It should be noted that the Queen Catherine the Great herself noted her favor of the brave Hellenes.

From 1853 to 1856, during the Crimean War, Balaklava and the bay were captured by British troops. They turned Balaklava Bay into military base and, in fact, assaults were already made from there, and there was military support during the siege of Sevastopol.

When the fleet was divided between Ukraine and Russia, as of August 1994, the Black Sea Fleet in Crimea included the 153rd and 155th brigades of the 14th division.

At the same time, the 475th division had 14 large and 9 medium submarines and a submarine floating base.

But it must be said that the Zaporozhye submarine (project 641), transferred to Ukraine during the division of the fleet, turned out to be unsuitable for this base in terms of technical parameters.

And after the division of the fleets, she was sent to the docks for repairs, which the Ukrainian Navy is still trying to carry out.

After the Russian military sailors finally left the waters of Ukraine in 1995, the Balaklava base was abandoned. And its actual "owners" were hunters for non-ferrous and ferrous metals, since the base had huge stocks of equipment and machine tools.

And after a short period of time, when the Russian Black Sea Fleet left the territorial waters of Ukraine, the Balaklava base was a heartbreaking sight.

Also, an underground plant for the restoration and repair of submarines of the Black Sea Fleet became the object of excursions around the city and the bay. The top-secret base was actively used by the Soviet Union during the Cold War and as a nuclear weapons depot.

The Ukrainian authorities did not find a better use of the secret base, except for conducting tours of tourists around the military underwater base.

How the Black Sea Fleet was divided

An agreement on the procedure and conditions for the presence of the Russian Black Sea Fleet in the territorial waters and ports of Ukraine was signed in Kyiv on May 28, 1997, following the results of an intergovernmental agreement. The conditions for the division of the Black Sea Fleet and mutual settlements associated with such a division were also stipulated. These documents have been ratified State Duma and the Ukrainian parliament in 1999.

The signed agreement made it possible to separate the Russian Black Sea Fleet and the Ukrainian Navy. It was decided to leave the main base and headquarters in Sevastopol. And property disagreements should have been taken into account by an agreement on the division of property. At the same time, Russia got 87.7%, and Ukraine - 12.3% of all ships.

But the Black Sea Fleet is also able to carry out combat missions in different areas of the World Ocean.

The ships of the Russian Black Sea Fleet successfully perform tasks in the Sea of ​​Japan, interacting with the Baltic Fleet. Vessels from the command of this fleet participated in the transport escort operation for transporting Syrian chemical weapons in the Mediterranean Sea.

Increasing the combat level

Prospects for the development of the submarine fleet

After the division of the ships, the Black Sea residents are armed with one submarine - the diesel Alrosa.

Of course, the Black Sea Fleet must have a full-fledged carrier-based aircraft. Now there is an opportunity to increase the pace of renewal of the fleet of naval aviation. It is planned to replace the Su-24 aircraft with the new Su-30 MS.

Equipment ships for the Black Sea Fleet

Thus, in order to comprehensively equip submarines and surface vessels, the Black Sea Fleet will be replenished with six more vessels, which will undoubtedly have a positive effect on defense capability and will allow performing tasks not only in the area of ​​responsibility provided by the Black Sea Fleet, but also beyond its borders.

New Commander-in-Chief of the Navy Vladimir Korolev promised that in the next two years the fleet will include more than fifty ships. What exactly will replenish one of the two main "allies" of Russia?

Admiral Vladimir Korolev became commander-in-chief this month. Since November 2015, he has been acting as his ailing predecessor Viktor Chirkov. Chirkov was never able to fully recover from a difficult operation, and eventually filed a letter of resignation.

Prior to his appointment to the main naval position, Korolev commanded the Black Sea and Northern Fleets, as well as the joint strategic command "North". In his last position, he made a significant contribution to the deployment of the Russian group of troops and the creation of military infrastructure in the Arctic.

Speaking on Monday, April 18, at the ceremony of presenting him with the standard of the Commander-in-Chief of the Navy, Admiral Korolev said: “I would like to emphasize that in the three years from 2013 to 2016, we introduced 42 warships into the permanent readiness forces. In the period from 2016 to 2018, we plan to additionally introduce more than 50 ships into the Navy. Aircraft carriers and destroyers

With all the optimistic moments in Russian shipbuilding the creation of full-fledged aircraft carriers, or at least aircraft-carrying cruisers, is a matter not so distant, but in the future. So far, things do not go beyond ideas, plans and layouts, and it will be possible to talk about something substantive no earlier than 2020-2025.

The project of the Avalanche / Surf universal assault helicopter carriers looks more realistic, exemplary analogues of the long-suffering French Mistrals, which, due to well-known political circumstances, migrated from Russian fleet into Egyptian. This project was introduced last year, production of at least four is planned to begin in 2016-2018.

Another type of large warships that are about to be built are project 23560 nuclear destroyers (code "Leader"). They are planned to be put into operation as many as 12 pieces, but the laying is scheduled for approximately 2109.

Thus, from this category until 2018, we can not expect anything even purely theoretically.

Patrol ships (frigates and corvettes)

Before considering this group, it is necessary to make a small reservation. In the Soviet Navy, ships roughly equal in performance to frigates and corvettes in the global classification were classified as patrol ships(TFR) - with a division into the far and near sea zone. Due to inertia and the presence of a significant number of Soviet-built ships, we have a Soviet classification with a gradual transition to a global one.

So, here we can already expect the arrival of several ships until 2018. Firstly, these are two of the eight ordered (and 15 planned) Project 22350 frigates - the Admiral of the Fleet of the Soviet Union Gorshkov and the Admiral of the Fleet Kasatonov. Both have long been launched, the tests of the first are coming to an end, the second is beginning. The third frigate in the series, Admiral Golovko, should be launched this year, but it is not a fact that it will be handed over to the fleet in the next two years.

We are also expecting the commissioning of 2-3 patrol boats of project 11356 Burevestnik (modernization of the Soviet project 11355). The lead ship, the Admiral Grigorovich, has already been in service since last month, the Admiral Essen and Admiral Makarov are being tested, and the Admiral Butakov, also last month, was launched.

In addition, project 20380 corvettes are being built. In addition to the four transferred to the Baltic Fleet, at least one (“Perfect”) should be at the end of this or early next year to enter service in the Pacific Fleet. Perhaps the corvette Gromkiy will have time to join him.

Landing ships and boats

In the near future, both Project 11711 large landing ships, Ivan Gren and Pyotr Morgunov, are to be included in the Navy. The first - by the fall of this year.

In 2017, all five landing hovercraft of the Murena project should come into operation - they already have experience in building for the Navy South Korea. In addition, the second landing boat of project 02510 is to be delivered to the Black Sea Fleet. Interestingly, such boats, among other things, are equipped with reconnaissance drones, also, by the way, of domestic production.

Small warships and boats, patrol ships and minesweepers

This group is the largest. The most interesting here are small missile ships (RTOs) of project 21631 Buyan-M, akin to those that were on duty off the coast of Syria and attacked terrorists with Caliber missiles from the Caspian Sea. Moreover, project 22800 RTOs (code "Karakurt") are already replacing or in addition to them. The total expected number by 2018 is 3-5.

Several more (about 5-6 in addition to the 10 built) anti-sabotage boats of project 21980 "Rook" will fight against saboteurs and help the border guards. 3-4 project 22160 modular-type patrol ships will be engaged in the protection of near and far approaches to the coast, and at least one (lead) base minesweeper of project 12700 "Alexandrite" will be engaged in mine defense.

Submarines

As for the submarine fleet, in addition to the three strategic missile submarines (SSBN) of Project 955 Borey, the Knyaz Vladimir, the first of the upgraded Project 955U Borey-A, is to be commissioned. Perhaps by 2018, "Prince Oleg" will arrive in time. Note that SSBNs are carriers of sea-based nuclear ballistic missiles.

It is also expected to receive a multi-purpose nuclear submarine with cruise missiles "Kazan", which is being built according to the modernized project 08851 "Ash-M".

If we talk about non-nuclear (diesel-electric) submarines, then two Varshavyankas (project 636.3) should be put into operation within two years. Both B-268 "Veliky Novgorod" and B-271 "Kolpino" will go to the Black Sea Fleet. Submarines of this class also participated in the Syrian operation - "Rostov-on-Don" struck from the Mediterranean Sea with cruise missiles "Caliber-PL".

Auxiliary vessels

We will not dwell on auxiliary vessels in detail, especially since there is not so much information on them. Until 2018, 1 rescue tugboat with the function of carrying cargo, 2-4 medium and small tankers, 2-3 experimental ships (intended for testing new weapons and equipment), 4-6 tugboats, from 2 large hydrographic boats, 5 floating cranes and 10-15 boats for rescue and other auxiliary purposes.
