Why do we need a classifier of positions and professions. Okpdtr - decoding and its use All-Russian classifier of professions in production

All-Russian classifier professions of workers, positions of employees and tariff categories (abbr.) - component unified system classification and information coding (ESKK) Russian Federation prepared as part of the implementation of the State program for the transition of the Russian Federation to the system of accounting and statistics adopted in international practice.

The history of the adoption of OKPDTR

OKPDTR was adopted by the Decree of the State Standard of the Russian Federation of December 26, 1994 No. 367) and entered into force on January 1, 1996.

The OKPDTR has been repeatedly amended (December 23, 1996, June 10, 1999, December 29, 2003).

purpose

The classifier is designed to solve problems related to assessing the number of workers and employees, accounting for the composition and distribution of personnel by personnel categories, skill level, degree of mechanization and working conditions, issues of employment, organization wages workers and employees, calculation of pensions, determination of additional needs for personnel and others at all levels of management national economy in conditions automated processing information.

The objects of classification in OKPDTR are the professions of workers and the positions of employees.

Structure

OKPDTR consists of two sections:

  • professions of workers;
  • employee positions.

The first section - the professions of workers - includes the professions of workers in accordance with the Unified Tariff and Qualification Directory of Works and Professions of Workers (ETKS), as well as the professions of workers, whose rights and obligations are provided for in the charters, special provisions and relevant regulations regulating the composition of professions in sectors of the economy.

The second section - positions of employees - was developed on the basis of the Unified nomenclature of positions of employees, Qualification Handbook positions of managers, specialists and employees, current regulations and other regulatory documents on remuneration issues, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation "On public positions of the Russian Federation" No. 32 and "On the register of public positions of federal civil servants" No. 33 dated January 11, 1995.

Each classifier position consists of three blocks:

  • identification block;
  • block of the name of the object of classification;
  • information block.

The identification block is built using a serial-order coding system for classification objects. The identification block of the classification object includes five numeric decimal places and a check number.

The control number is calculated in accordance with the current Methodology for the calculation and application of control numbers.

The structure of the code designation of the profession of a worker (position of an employee) in the classifier:

The block of the name of the object of classification is a unified record of the name of a particular profession of a worker or position of an employee.

In each section, the names of the objects of classification are arranged in alphabetical order.

The information block of workers' professions includes facet codes characterizing the compliance of the worker's profession with the ETKS issue number (two characters) and certain positions of the All-Russian Classification of Occupations (OKZ) OK 010-93. The last facet points to base group OKZ classes and includes four characters.

In addition, the OKPDTR information block includes seven facets that characterize the professions of workers according to the following features:

types of production and work in accordance with the issues of ETKS - two characters, facet 01;

tariff categories - one character, facet 02;

forms and systems of remuneration - two characters, facet 04;

working conditions - one character, facet 05;

degree of labor mechanization - one sign, facet 06;

derived professions - one character, facet 07.

An example of coding according to the OKPDTR profession of a turner:

19149 6 02 7223 5 12 1 2,

where: 1 - profession;

9149 - turner;

6 - control number;

02 - 2nd issue of ETKS;

7223 - basic group for OKZ (Machine operators on metalworking machines, adjusters of machine tools and equipment);

5 - 5th tariff category;

12 - piece-bonus wage system;

1 - normal working conditions;

2 - a worker doing work with the help of machines and mechanisms.

Facet 07, which characterizes the degree of qualification of workers (senior, assistant), is used for various professions in accordance with current regulations.

The information block of positions of employees includes facet codes corresponding to the category of the position (one character) and also certain positions of the OKZ (four characters). Three facets characterize positions according to the following features:

derived positions - two characters, facet 11;

A feature of facets 11 and 12 is the alternative of their application for various positions, since qualification categories are not provided for in derived positions. Thus, depending on the position, facet 11 or 12 is chosen.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

24695 1 1 1231 03,

where: 2 - position;

4695 - head of department (financial, economic and administrative);

1 - control number;

1231 - basic group for OKZ (Heads of financial, economic and administrative divisions and services);

03 - derivative position - deputy.

Relationships have been established between the objects of the classification of OKPDTR and OKZ, allowing each object of OKPDTR to be attributed to the corresponding grouping of OKZ. In the general case, each profession of a worker or position of an employee can be unambiguously assigned to a certain group of occupations. However, due to the fact that the concepts of “occupation”, “profession”, “position” are different, in some cases, in order to establish an unambiguous relationship between OKPDTR and OKZ, it is necessary to use explanations for the OKZ groupings. These explanations should also be used when coding derived occupations of workers and positions of employees.

The composition and sequence of the facets of the information block are determined by the specifics of specific tasks solved with the help of the classifier.

In the information block, codes and names of other all-Russian classifiers of technical and economic information can also be used as additional features.

The OKPDTR adopted the following form of material arrangement: in the section "Professions of workers"

in the section "Positions of employees"

Changes were repeatedly made to OKPDTR (December 23, June 10, December 29, May 2004, June).

OKPDTR- All-Russian classifier of professions, positions, wage categories.

What is OKPDTR

In fact, it is a reference book with codes that determines whether a worker belongs to any group. It was introduced in 1994 instead of the All-Union Classifier of Specialties (OKS). The need to replace the old document is justified by changes in the economy, production environment. This served as a means of achieving consistency between Russian accounting and statistics standards and international ones.

The code contains information about:

  • belonging of an employee to workers or employees;
  • the nature of the work performed by him;
  • applicable tariffs;
  • skill level;
  • payment method;
  • the severity and harmfulness of the work;
  • the level of workplace automation;
  • job category;
  • place of the staff unit in the hierarchy.

Tasks of the classifier

  1. Collection and generalization of information about all professions and positions available on the territory of the Russian Federation into a single structure.
  2. Creation of a statistical report on the state of the labor market.
  3. Condition assessment work force by degree of qualification.
  4. Analysis of working conditions and wages.
  5. Accounting for the number of employees employed in various fields of activity.
  6. Integration into the world statistical system.
  7. Identification of the average educational level to create conditions for retraining, improving the professional level of personnel.
  8. Ensuring the correctness of entering the names of positions and professions in documents when hiring personnel.

Where and by whom is applied

It is used in a production environment, wherever workers and employees are hired. Assign it immediately upon employment. The code is reflected in the documents of the accounting department and the personnel department. It is most often used in such cases:

  1. When drawing up documents: an employment contract, a personal card T-2, an order for dismissal, taking office. OKPDTR is introduced into them.
  2. To make decisions on the payment of compensation, the application of benefits.
  3. Determination of the name of the future position, based on its characteristics.
  4. Entering the position in the staffing table.
  5. Providing reports on accruals to the pension fund.
  6. Appointment of a retirement pension.

What sections and blocks does it consist of

The classifier is divided into two main sections:

  • by workers;
  • by employees.

Workers are employees who are directly involved in production. They do the work, the result of which is real product. The place of work can be a workshop, a workshop, a house under construction, etc. It is usually equipped with a large number of technical means, inventory designed to work with materials. Main resource in the work of the worker - physical strength and good health. Payment for many professions is piecework. Work time depends on the nature of the activity. Can be installed at any time of the day. For example, road construction is carried out at night. Availability higher education not required for such work.

Employees are administrative staff. These include accountants, managers, secretaries, any other office professionals and management team. They work with information. The main resources of an employee are intellect, knowledge, specialized education. Workplace equipped with telephone, computer, fax on the table. The work schedule is clearly stipulated, it is established once, when applying for a job, it is fixed in the employment contract. Working hours are daytime. Employees are accepted for positions after graduation.

Three blocks in classifier positions

  1. Identifying. It is a composite code that includes five digits in a row that make up the number and one separately - the control number. The first contains information about the profession or position. The next four are just a serial number in the registry. The control number is determined on the basis of a unified methodology for its calculation.
  2. With the name of the object. Each code corresponds to the name of the position or profession. It is to be used exactly in the form in which it is given, and cannot be changed in the organization that uses it at will. The names are arranged alphabetically.
  3. Informational. It contains codes called faceted. They indicate the correspondence of the profession code to the tariff codes for ETKS and the codes of the old OKZ classifier.

Facet codes reflect such features and characteristics of professions:

  • 01 - varieties of work and production activities;
  • 02 - categories of tariffs;
  • 03 - skill levels;
  • 04 - conditions of payments for work;
  • 05 - working conditions;
  • 06 - equipping with equipment;
  • 07 - professions in production.

Is it mandatory to apply OKPDTR

The need to apply the classifier in relation to a specific staff unit is directly dependent on the conditions stipulated in the employment contract. And the mandatory components of this type of contract are regulated by the norms of Art. 57 of the Labor Code of the Russian Federation. According to the article, it must include information about labor function employee:

  • a list of specific tasks to be performed in the position;
  • work, ;
  • speciality;
  • profession;
  • qualification.

If federal law provides for preferential terms, compensation payments, limiting factors for a particular position or profession, their names should be used unchanged, in accordance with OKPDTR or other reference books and regulations of the Government of the Russian Federation containing standards. Mandatory conditions, for example, could be:

  • pension;
  • the presence of harmfulness or hard work;
  • additional leave;
  • inclusion of a tariff category in relation to employees;
  • application of tariffs for works.

case from judicial practice

Mr. N. worked on employment contract mechanic. Changes took place in the company, and by decision of the management, the N. department was renamed, contracts with employees were renegotiated. N. was familiarized with the new job description against signature, but did not agree with the innovations relating to his position. It did not suit the fact that, while working as a mechanic, in addition to his previous duties, he was also required to perform the functions of a cleaner and security guard. The requirements were documented in job description. Expressed dissatisfaction verbally. The authorities did not accept his point of view. N. filed a lawsuit, because he believed that the requirements of the management did not correspond to the characteristics established in OKPDTR for the position of a mechanic.

The court did not satisfy the claim, explaining that Art. 8 of the Labor Code of the Russian Federation allows organizations to independently develop internal regulations.

The job description refers to internal regulations. There are Gosstandart rules that you should rely on when creating a document. But the legislation does not establish strict rules for its development. Therefore, the employer has the right to introduce norms at its discretion, taking into account the specifics of the company's activities and the requirements for the position.

OKPDTR standards in some cases are advisory in nature. If, based on the characteristics of the activity, they are not necessary, no penalties are provided for non-use. The moments at which the provisions of the classifier must be taken into account without fail are established by law at the federal level.

What is the purpose of the classifier of positions and professions, which includes the information block OKPDTR, what connections are established between the objects of classification OKPDTR and OKZ, we will understand in the article.

From the article you will learn:

Why do we need a classifier of positions and professions

All-Russian classifier of occupations of workers, positions of employees and wage categories (OKPDTR) is designed to account for the composition, number of workers, employees of the company. With the help of the classifier, personnel are distributed by skill level, categories, working conditions and degree of mechanization. They also solve employment issues, as well as determine the additional need for personnel, calculate pensions and other conditions in conditions automated systems information processing and statistics.

The all-Russian classifier 016-94 was adopted and put into effect by the Decree of the State Standard of the Russian Federation dated December 26, 1994 No. 367 from January 1, 1996. The All-Russian classifier of positions and professions, tariff categories (OKPDTR) is considered an integral part of the Unified System of Classification, Information Coding (ESKK) of the Russian Federation. The document was prepared as part of the implementation of the state program for the transition of the Russian Federation to the adopted international system accounting and statistics in accordance with the requirements of the development of a market economy.

classifiers

All classifiers in one table

The Committee of the Russian Federation for Standardization, Metrology and Certification decided:

  • accept the All-Russian classifier of specialties for workers, as well as employees, wage categories with the specified date of entry into force from January 1, 1996;
  • cancel the All-Union classifier of specialties for workers and employees, as well as wage categories (186,016) that was in force on the territory of the Russian Federation, from January 1, 1996.

OKPDTR was developed to replace the outdated All-Union Classifier of Specialties, Tariff Categories (OKPDTR) 1 86 016, the objects of classification are not only the specialties of workers, but also the positions of employees, OKPDTR contains two sections:

  1. Specialties of workers
  2. Employees

Sections of the classifier of positions and professions

The first section of the classifier of positions and professions includes the specialties of workers included in accordance with the Unified Tariff and Qualification Directory of Works and Specialties of Workers (ETKS). In addition, the section contains such specialties of workers, the rights and obligations of which are provided for in the charters, as well as in special provisions and relevant resolutions regulating the exhaustive composition of specialties in the sectors of the economy.

Worker professions

The second section contains the professions of employees. The section was developed on the basis of the Unified nomenclature of positions of employees, as well as the Qualification Handbook, which indicates the classifications of managers, specialists and employees. The directory also contains all the current regulations and other regulatory documents on the main issues of remuneration, taking into account the names of specialties used in the economy.

How to bring positions in line with ETKS in the staffing table

To classify employees

What is included in the information block of the classifier of positions and professions

Each position of the all-Russian classifier of professions of working positions of employees and wage categories contains three blocks:

  1. Identification block
  2. Classification object name block
  3. Information block

The identification block uses a serial-order coding system for classification objects. The classification object identification block contains five digital decimal places and a control number, which is calculated in accordance with the current Methodology for calculating and applying control numbers.

The structure of code designations for the specialties of a worker (or position of an employee) in the classifier of positions and professions:

For coding the specialties of workers, the values of codes corresponding to 1 or 3 are used. For coding positions of employees, the values of codes corresponding to 2 or 4 are used (the paragraph was introduced by Amendment 4/2003 OKPDTR, approved by the State Standard of the Russian Federation, as amended by Amendments 5/2004 OKPDTR, approved by Rostekhregulirovanie).

Note! The block of the name of the object in the classifier of positions and professions represents unified entries in the names of a particular specialty of workers or positions of employees. In each of the sections, the names of the corresponding objects of classification are arranged in alphabetical order.

The information block of workers' specialties includes facet codes that characterize the correspondence of the indicated professions to the work numbers of the ETKS issue (these are two characters), as well as to certain positions of the All-Russian classifier of occupations (OKZ) OK 010-93 . The last facet indicates the basic group of classes for OKZ, it includes four characters.

Requirements for employees of the personnel service according to ETKS

In addition, the information block of the classifier of positions and professions (OKPDTR) includes seven facets that characterize the professions of workers on such grounds as:

  • types of production and work in accordance with the issues of ETKS - indicate two characters, facet 01;
  • tariff categories - one character, facet 02;
  • classes (or corresponding categories) of qualification - indicate one character, facet 03;
  • systems, forms of remuneration - two characters, facet 04;
  • working conditions - one character, facet 05;
  • degree (level) of labor mechanization - one sign, facet 06;
  • derived positions (professions) - one character, facet 07.

An example of coding according to the classifier of positions and professions (OKPDTR) of the profession of a turner:

19149 6 02 7223 5 12 1 2 , Where

  • 1 is a specialty;
  • 9149 - designation of the specialty turner;
  • 6 is the check number;
  • 02 - denotes the second issue of ETKS;
  • 7223 - the number indicates the basic group for OKZ (these are machine operators working on metalworking machines, as well as adjusters of machine tools and equipment);
  • 5 is the fifth tariff category;
  • 12 - a piece-bonus system of remuneration is used;
  • 1 - indicates normal working conditions;
  • 2 - a worker who performs his work using machines and mechanisms.

Facet 07 characterizes the degree (level) of qualifications of workers (for example, senior or assistant), they apply it for various professions in accordance with current regulations.

The information block of the classifier of professions and positions of employees includes those facet codes that correspond to the category of the position (this is one character), as well as certain positions of the OKZ (these are four characters).

Three facets characterize positions (professions) according to the following features:

  1. By category of positions - this is one sign, facet 10
  2. By derivatives of the position (profession) - these are two signs, facet 11
  3. By category (class) of qualification - this is one sign, facet 12

The peculiarity of facets 11 and 12 lies in the alternativeness of their application for various positions (professions), since the category of qualification is not provided for in derivative positions (specialties). Accordingly, depending on the position, facet 11 or 12 is chosen.

An example of coding according to the classifier of positions and professions (OKPDTR) for the position of deputy head of the financial and economic department (and administrative):

24695 1 1 1231 03 , Where

  • 2 is a position;
  • 4695 - head of department (financial, economic and administrative);
  • 1 is the check number;
  • 1 - indicates the category of managers;
  • 1231 - indicates the basic group for OKZ (heads of financial, economic, administrative divisions and services);
  • 03 - the number indicates a derivative position - this is a deputy.

Why are links established between OKPDTR and OKZ

Between the objects of the OKZ classification and the classifier of positions and professions (OKPDTR), links have been established that allow each object of the OKPDTR to be attributed to a specific group of OKZ. Each specialty of a worker or position of an employee in the general case can be assigned unambiguously to a specific group of occupations.

Due to the fact that often the concepts of “occupation”, “profession”, “position” may differ, in some cases, to establish an unambiguous connection between OKPDTR and OKZ, one should use the explanation for the OKZ groupings. Such explanations are also recommended to be used when coding derivative specialties of workers or employees.

The composition, as well as the sequence of facets in the information block, is determined by the specifics of specific tasks that are solved using the classifier. In the information block, codes and names of other developed all-Russian classifiers of technical and economic information can also be used as main and additional features.

In the classifier of positions and professions (OKPDTR), the following form of material arrangement is adopted: in the section "Specialty of workers"

In the section "Positions of employees"

When developing unified forms of documents where classifier codes are used, it is necessary to provide a link to the classifier of positions and professions (OKPDTR). The system for maintaining such a classifier provides for the interaction of the Research Institute of Labor and the Central Bureau of Science and Technology of the Ministry of Labor of Russia with the VNIIKI of the State Standard of Russia.
