SPECIFICATION

FOR THE PROVISION OF LOCAL (INTRA-ZONE) TELEPHONE COMMUNICATION SERVICES "MEGAFON"

    This Specification uses the following definitions:

    1. local operator telephone connection - a telecom operator that has a license to provide local telephone services and provides local telephone services in the territory Russian Federation.

      subscriber number- number in the numbering resource of the geographically defined numbering zone (ABC), which uniquely determines the terminal element of the communication network.

      Additional number additional Subscriber number that uniquely identifies the technical and software communication node of the local telephone network, which allows you to forward incoming calls.

    This Specification contains a description and conditions for the provision of MegaFon's local telephony services.

    The subscriber may agree to access the services of intrazonal, long-distance, international telephone communications.

    If the Subscriber agrees to the provision of MegaFon intrazonal telephony services, this Specification is also a specification for the provision of MegaFon intrazonal telephony services.

    For the period of validity of the Agreement, MegaFon allocates to the Subscriber the Subscriber Numbers specified in the Order.

    The billing unit for time-based accounting of local (intra-zonal) telephone connection is 1 (one) minute. A local telephone connection lasting 30 (thirty) seconds or more is counted as a full billing unit. A local telephone connection lasting less than 30 (thirty) seconds is counted as half of the billing unit. An intrazonal telephone connection that is less than a billing unit is billed as a full billing unit.

    The duration of a telephone connection is counted from the first second after the called equipment answers until the calling or called equipment or equipment replacing the user during his absence hangs up.

    A telephone connection lasting less than 6 (six) seconds is not charged.

    Calling emergency services is provided by MegaFon free of charge and around the clock by dialing a number that is uniform throughout the Russian Federation for the corresponding service. Emergency operational services include: fire service, emergency response service, police service, ambulance service medical care, emergency service gas network, service "Antiterror".

    The equipment, the answer signal of which is equal to the answer of the called user and serves as the starting point for the duration of a telephone connection in the automatic method of establishing a connection, includes:

a) telephone modem;

b) fax machine;

c) equipment with an answering machine function;

d) equipment with automatic caller ID function;

e) office telephone exchange;

e) payphone;

g) other equipment that replaces the user in his absence and provides (or imitates) the exchange of information, as well as other equipment, in accordance with the norms of the current legislation.

    The Subscriber has the right, on his own initiative, to switch to another Tariff plan. Change Statement Tariff plan submitted by the Subscriber in writing not less than 10 (ten) days before the end of the calendar month. The application can be submitted using the Personal Account and the Subscriber's Identifiers in the relevant section of the Personal Account. The Application indicates the Tariff plan to which the Subscriber wants to switch. An additional agreement on changing the Tariff plan is considered concluded from the date of registration of the Application in the Personal Account in the manner determined by MegaFon, or from the date of signing by the Parties new edition order. Subject to deadline submission of the Application, the new Tariffs are effective from the 1st (first) day of the month following the month in which the application was submitted, unless otherwise specified in the Subscriber's application.

    The Subscriber has the right at any time during the term of the Agreement to submit to MegaFon an application (Order) in writing on consent (refusal) to (from) providing access to intrazonal, intercity, international communications, operator change, other conditions provision of services long-distance, international telephone communication. The Application (Order) of the Subscriber is registered by MegaFon, the date of submission of the Application (Order) is the date of its registration. An Application (Order) can be submitted using the Personal Account and the Subscriber's Identifiers in the relevant section of the Personal Account. The Application (Order) indicates the date from which the Subscriber wishes to receive (refuse to receive) or change the conditions for the provision of intrazonal, intercity, international communication services. An additional agreement on changing the terms of the Agreement regarding the consent (refusal) of the Subscriber to (from) the provision or changes in the conditions for the provision of intrazonal, long-distance, international communication services is considered concluded from the date MegaFon receives the Subscriber's application or from the moment the application is registered in Personal account, or from the date of signing the Order by both Parties.

    The subscriber has the right to apply to MegaFon to suspend the provision of services local communications. An application for the suspension of the provision of services shall be submitted in writing. The application is considered submitted from the date of its receipt by MegaFon. The application for suspension indicates the date from which the Subscriber wishes to suspend the provision of services and the period of suspension. With a subscription payment system, MegaFon has the right to charge a subscription fee for the entire period of suspension of the provision of services specified in the application.

    MegaFon has the right, on its own initiative, to replace the Subscriber Number(s) allocated to the Subscriber in the case and in the manner provided for by the norms of the current legislation of the Russian Federation.

    In connection with technical features interaction of communication networks, when the Subscriber uses Subscriber devices with automatic caller identification (CAN), MegaFon guarantees the correct identification of the numbers of the calling users.

    Payment for a local or intrazonal telephone connection is made according to the Tariff in force at the time the telephone connection is established.

    To receive intrazonal telephone communication services automatically, the Subscriber must dial the following:

    To receive information and reference services for intrazonal telephone communication services, the Subscriber must make a free phone call to the number 8 800 550-1515 or dial the short number 8-144.

    To receive information and reference services for local telephone services, the Subscriber must make a free phone call to the short number 118-09.

    To receive intrazonal telephone communication services with the help of a telephonist, the Subscriber must make a free phone call to 8 800 550-1513.

    Establishment of intra-zonal telephone connections with the help of a telephonist is provided according to an immediate or custom service system.

The telephonist starts establishing an intrazonal telephone connection immediately after placing an order for an immediate service system.

The time during which a telephone connection must be provided for a custom service system cannot exceed 1 (one) hour from the moment the order is placed, unless a later date is specified by the Subscriber. The deadline for the execution of the order is communicated to the Subscriber by the telephone operator when placing the order.

    MegaFon, when providing intrazonal telephone communication services using a telephone operator, has the right, in accordance with the procedure established by the current legislation of the Russian Federation, to impose restrictions on the duration of connections and the number of orders. Restrictions are published on the MegaFon website www. megaphone. en(Media Registration Certificate No. El FS77-24991 dated June 30, 2006), as well as information on restrictions, is brought to the Subscriber's seat when placing an Order (providing a connection) and is posted at MegaFon sales and service points.

    The validity period of an order for establishing an intrazonal telephone connection with the help of a telephonist ends at 24 (twenty-four) hours local time on the day the order was placed, unless, by agreement with the Subscriber, the order execution time was not postponed to the next day. The order can be canceled by the telephone operator at the request of the Subscriber.

    The minimum duration of an intrazonal telephone connection, subject to payment when establishing a telephone connection with the help of a telephone operator, is 3 (three) minutes. At the same time, a telephone connection that lasted less than its stipulated minimum duration is paid as a connection of the minimum duration. Connection of longer duration is charged per minute.

    If it is necessary to perform work to provide access to the MegaFon communication network (perform the Connection), MegaFon shall perform the Connection within the time limits specified in the Order. Connection is carried out at the address of installation of the Subscriber device.

    In the event of malfunctions in the Communication Network, MegaFon is obliged to eliminate them in the manner and within the time limits provided for by the norms of the current legislation.

A cabinet with the Contractor's media converter is installed in the Customer's office.

    The connection is made using ADSL technologies via a terrestrial, asymmetric access channel, with the installation in the Customer's office of a cabinet with the Contractor's ADSL modem with a built-in router. The interface for connecting to network equipment is Ethernet, the connection speed is from 4 to 8 Mbps for the incoming channel and from 1 Mbps for the outgoing channel.     Connection via satellite communication channels

    Connection of the Customer's office to the Contractor's Internet network is carried out using satellite system iDirect communications. iDirect systems are highly reliable to meet the requirements of law enforcement, government and rescue organizations around the world. iDirect products are based on the principle of MF-TDMA - time division multiple access, with bandwidth allocation at the request of the Customer and are a complete platform for the provision of IP services.

    To connect to the Internet, a satellite dish and a modem (NetModem) with a built-in Ethernet switch are installed in the Customer's office, to which the Customer's local network is connected.

    1. Installation and operation of channels
    The contractor carries out the entire scope of preparatory and installation work in accordance with the connection schedule agreed with the Customer.

    The Contractor's area of ​​responsibility includes the Contractor's data transmission network and the respective network infrastructure of the Contractor. The Contractor's responsibility begins with the Contractor's telephone junction box or optical shelf in the Customer's building. In the event that the building that is the place of service provision is a departmental building of the Customer, or the Contractor does not have the ability to organize internal wiring in the building, telephone line and internal wiring is provided by the Customer's local signalman.

    The Contractor's area of ​​responsibility includes equipment if it is leased by the Customer.

    The Customer's area of ​​responsibility includes its local network, including all computers and network devices of the local network.

    The Customer maximally limits the access of unauthorized persons to the Contractor's equipment installed in the Customer's building.

    The Customer provides electrical connection to the room where the Contractor's equipment will be located, grounding, uninterrupted power supply, the temperature in the room must be maintained at 18-24 degrees Celsius.

    The Contractor's equipment installed in the Customer's offices is handed over to financially responsible representatives of the Customer's organizations for safekeeping.

    The Customer is responsible for maintaining the place where the Contractor's equipment is located in a safe condition, protected from theft, fire, vandalism, etc.

    The Contractor is not responsible for the inadequate quality of the Services if it is caused by the following actions of the Customer: changes in settings or independent transfer of channel-forming equipment.

    The Contractor independently determines the ways of connecting to the Internet, depending on the technical capabilities and remoteness of the Customer's office. If technical possibilities arise, the Contractor undertakes to increase the speed of connection to the Internet. The Contractor also undertakes to provide a schedule of phased work on the transition to land lines (if technically possible).


    1. Brief description of the Contractor's network and the service provided
    The list of basic services based on the Contractor's network includes providing Internet access for corporate Customers and building corporate networks using flexible tariffs and various technologies.

    Internet access services are implemented on the basis of SDH, Ethernet, SHDSL, ADSL, ISDN technologies, dedicated channels, Internet Zone (24/7 dial-up access).

    Corporate network building services are based on PCC, IP/MPLS, ATM technologies and include:

    Networks based on leased transparent communication channels,

    IP VPN networks based on IP/MPLS,

    Private Switched Networks (VPDNs).

    When using data transmission technologies such as ATM, Ethernet, IP, in addition to useful information (useful traffic) transmitted by the Customer, there is service information in the channel, which is approximately 15 - 20% of the total bandwidth of the Customer's channel. This amount depends on the size of the headers of various protocols that are used on the Customer's channel, from the link layer protocols to the application layer. It follows from this that if the Customer uses other protocols "over" the IP protocol, then the size of the service information increases by more than 20%.

    The Contractor organizes monitoring of channels (loading of incoming / outgoing traffic), namely, actions to configure and maintain a software and hardware system that manipulates traffic and generates relevant statistical data.

    Manipulations:

    • Restriction of unwanted traffic.

    The Contractor organizes the Control Center for protection and monitoring of communication channels (software and hardware complex, etc.), namely, they include actions to coordinate work on setting up and maintaining the system information security educational organizations - providers of system maintenance services for educational organizations of the Customer (at least two degrees of protection - along the perimeter of the school network, protection of servers and all user workstations, the information security system must prevent and protect against all known types of attacks, scan and clean servers and workstations from all known types of malicious software, security systems must be from the same manufacturer and international level).

    To implement the above measures, the Contractor uses existing equipment and software schools, and service providers of system maintenance for the educational organizations of the Customer.

    All of the above actions to coordinate support are carried out around the clock. The Contractor allocates a group of technical specialists and managers from the staff with round-the-clock access, as well as ensure a response to all requests for city and mobile phone, e-mail.

    The Contractor provides an authorization letter from the manufacturer of the Information Security System existing in the educational organizations, confirming the existence of partnerships with the manufacturing company for the supply and support of the goods.

    The Contractor provides a notarized copy of the license for data transmission (including Internet and telegraph services). More than 2 years of experience in the field of data transmission.


    1. Availability of the service for points connected via terrestrial channels
    The Service may be unavailable for no more than 24 hours in total for the entire month of the provision of the Service. If the availability of the Service is not observed (due to the fault of the Contractor), then the Customer has the right to demand from the Contractor a discount for each full hour of downtime in the amount of the cost of one hour based on the amount of the Customer's monthly payment related to 720 hours after the billing month:

    The contractor provides an availability ratio of at least 95% per month.

    In case of damage to communication lines outside the data transmission node, the Contractor takes the necessary measures to eliminate damage on such communication lines

    Discounts are provided in the following cases:


    • during breaks in communication that are not breaks for maintenance and repair work, lasting more than twenty-four (24) hours in total for the entire month of the provision of services.

    • during technical breaks in communication for maintenance and repair work lasting more than twenty-four (24) hours continuously.
    The Contractor monitors the state of the Contractor's network 24 hours a day, 365 days a year. And also, provides the Customer with access 24 hours a day, 365 days a year to the web interface of the system for monitoring the quality of communication channels of the Contractor's network (minimum time step of at least 5 minutes, data storage period of at least 1 calendar year, accounting for incoming and outgoing traffic separately, graphical representation).

    In the event of a channel failure, the Customer's operator on duty reports the problem to the service technical support A performer who determines the status of a problem and calls in the appropriate personnel to troubleshoot.

    Within 24 (twenty-four) hours from the receipt of the Customer's request, the Contractor takes the necessary measures to eliminate the damage and, if necessary, sends the appropriate personnel to the Customer to eliminate the malfunctions. The Contractor notifies the Customer of the measures taken to eliminate the damage.

    In case of damage to communication lines outside the Contractor's data transmission node, as well as in case of damage on departmental communication networks, the time to eliminate damage on such communication lines directly depends on the terms of the Agreement with Third-Party Communication Operators.

    Preventive work is carried out at night. Notification to the Customer about the work is carried out 48 hours in advance.

    1. Internet connection service:

    2. Data link connection service:

    3. Service provision period is not more than 1 (one) calendar day from the moment of signing the Agreement.

    Service Provider Network Requirements

    4. The provider must have access channels to foreign segments of the Internet, each of which supports a speed of at least 70 Mb/s.

    5. The supplier must have at least 2 independent access channels to foreign segments of the Internet.

    6. The maximum signal delay on external Internet channels should not exceed 0.2 sec. (when testing on unloaded channels using standard size packages of the utility ICMP PING ). Loading of backbone channels of the Supplier's network and Internet channels should not exceed 80%.

    7. All Supplier's equipment used to provide services to the Customer must have certificates of compliance with the standards of the Republic of Kazakhstan.

    8. The supplier must be certified according to the following international standards:

    - ISO 9001:2000 "Quality Management System";

    ISO 14001:2004 Environmental Management Systems;

    OHSAS 18001: 2007 Occupational Health and Safety Management Systems;

    ISO/IEC 27001:2005 "Information Security Management System"

    9. The supplier must have certified personnel (at least 2) for the type of equipment involved in the provision of services.

    Service requirements

    10. The Service may be unavailable for no more than 24 hours in total for the entire month of the provision of the Service.

    11. The Supplier's network must have a 24/7 customer support service. The support service provides round-the-clock monitoring of the network status, prompt troubleshooting, the time to eliminate equipment damage in Astana is no more than 5 hours.

    12. In case of violation of access to the SDN in the Customer's subdivision, the Supplier, together with the Customer, must take the necessary measures to restore access, as well as consult the Customer's specialists on setting up network equipment. If necessary, the Supplier shall ensure the departure of technical support service specialists to the Customer's site.

    The contract may provide that the parties recognize specifications signed and transmitted to each other by fax or e-mail. In this case, the contract itself must indicate the respective phone numbers and email addresses of the parties.
