Customs fee when buying on ebay. EBay: registration, linking a card and buying goods

We continue our series of articles in which we provide answers to the most frequently asked questions regarding the eBay auction. Today we will talk about the delivery of goods from eBay, as well as the customs fees that are possible with such delivery.

What is the best delivery method? How much does shipping cost? When and how to pay for it? What can customs fees be charged for? Which countries do not ship to? We will answer these and other questions in this article.

I won the lot foreBay. How can I get it?

eBay is a worldwide auction that brings together sellers and buyers from all over the world. Therefore, it will not be difficult to deliver the lot you won to the address specified during registration. Many sellers ship worldwide using a network of national postal services.

Sometimes it happens that you may encounter certain restrictions - the seller refuses to deliver to your country, which he previously indicated in the description of his lot. Then you can use the services of intermediary companies, or try to negotiate with the seller so that he removes his restriction in an exceptional manner.

How quickly will I receive the goods fromeBay? What are the delivery times for goodseBay?

It all depends on the country where the seller and the buyer are located, as well as on the delivery method you choose. If you choose " free shipping”, then you should not expect the goods earlier than in 30 days. Usually this type of delivery can be delayed up to 60 days. Free is a very long time. Of course, you can pay for the transportation, but sometimes the amount is by no means small.

By sea from the USA you will receive the goods no earlier than in 25-30 days, by air mail 10-20 days. Delivery from European countries is usually faster. After the transaction, the Seller will offer you a list of delivery methods to choose from, from which you can choose the most suitable one.

What is a "verified physical address", and why does the seller only agree to ship to it?

Only US residents can verify their place of residence. This is another way to make sure that you are a real person and that you have provided real data. If the seller sets the terms of delivery only to a "confirmed physical address", then you will have to use the services of intermediary companies. They will take the goods to their warehouse in the USA, and from there they will send it to your address of residence.

Many sellers indicate delivery only to a “confirmed physical address” in order to play it safe and protect themselves from scammers.

Like parcels bought oneBay, going through customs?

An unequivocal answer to this question no, and it all depends on many factors - the indicated price of the product, its size, weight, type, etc. There are various customs nuances that it is advisable to familiarize yourself with in advance.

Within the framework of this article, we will not be able to consider in detail the conditions for passing through customs inspection of goods upon delivery to Russia, Ukraine, Kazakhstan and other CIS countries. Therefore, in the near future, read an article on our website in which we will reveal these points.

When sending any parcel, there are usually limiting dimensions, namely weight, length, width and girth. Girth (English girth) is calculated by the following formula: (Height + Width) × 2 + Length.

Does eBay provide shipping insurance?

No, eBay company does not insure delivery. Its competence includes only the transaction within the framework of the auction (buy / sell). Delivery is already the jurisdiction of companies that carry out the transfer of goods from point "A" to point "B".

You can notify the seller that you want to insure the package, but it will cost extra money. Very often, expensive shipping methods already include the amount of insurance in the cost. As a rule, it is no more than 100 dollars.

The goods were sent to me from the USA via USPS, the seller sent a tracking number - “tracking number”, but when I enter it on the operator’s website, I get the answer “The U.S. Postal Service was electronically notified by the shipper on (date) to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available.". What does it mean?

USPS.com has a simple and convenient print function called. "Shipping Label" - special stickers on the parcel or package, which contains all the information regarding the delivery. Address, recipient, barcode and everything else. The received message indicates that the Seller entered all the details, printed out this sticker and the parcel was assigned a unique identifier. After that, he must take the parcel to the post office where it will be weighed, the cost of the shipment will be paid and the shipment will be directly made. As a rule, after printing the stickers, the parcels are sent within a few days. The parcel can be sent in a way that is not tracked via the Internet, then this message can be issued by the system constantly. But even if the shipment was made in a way that provides for tracking, then the current status may appear in the system only after 5-10 days.

What is the "mail forwarding" service, and when is it beneficial?

Many companies and sellers on eBay do not deliver goods to Russia and the CIS countries. What is it connected with? Hard to say. They probably don’t want to deal with us, because they think that “our” buyer is not reliable, or delivery services in our countries leave much to be desired. Whatever it was, the fact remains. You may experience that delivery will not be possible. Some intermediary companies offer a "virtual address" or "mail forwarding" service. You are provided with an address in the US or European countries, and a cell number. This address is assigned only to you, and it must be specified as the main address upon delivery. Having received the goods in your personal cell, the intermediary company will send it to the actual address of residence. It is very convenient if you often order from those who do not deliver to Russia, Ukraine and other CIS countries.

When buying goods on eBay, you may from time to time come into contact with the customs service of the country where you live. The customs service is engaged in the fact that it looks at all incoming and outgoing mail from the country, checks their contents for compliance with the law. Each country has a list of goods prohibited for import or export.

Also, the customs service is engaged in checking postal items for the need to pay customs duties. The duty, if there is a need to pay it, is always paid by the recipient, in the country where the goods arrive, i.e. if you were sent goods from the USA to the Russian Federation, then the duty must be paid in the Russian Federation. In the customs legislation of many countries, a threshold amount is set - a duty-free limit (usually 200-300 euros) and if the value of the goods is lower than it, then it is not subject to duty and, after passing through customs control, is immediately delivered to the recipient. If the parcel is subject to the payment of a fee, there are no difficulties in this either. In this case, you will receive a notification in your mailbox that you need to appear at your regional bonded warehouse, pay the fee and pick up the parcel, or this information is transmitted over the phone.

The cost of the parcel is determined by its sender, filling in the "Declared value" field, or by a representative of the customs service, if it is not indicated or he does not agree with it.

We remember the basic concepts:

Duty - a tax collected by the customs service.

Declared (estimated) value - the value of the goods determined by the sender of the parcel or a customs officer.

Now let's analyze an important question, on which the conditions for passing customs control and amount of payments. The postal item (parcel) can be sent to the addressee in two ways:

With the help of an organization that has the right to work with IGOs - international mail (essentially regular state mail) - this is the American USPS, German Deutsche Post, British Royal mail and EMS courier, which operates in many countries of the world. These are usually cheaper and more time-consuming delivery options. If the payment of customs duty is not required, then the addressee receives the parcel at the local post office, having received a notification in the mailbox. They are more loyal customs regulations and rates.

With the help of an organization that does not have the right to work with IGOs, these are courier express delivery services (DHL, FedEx, UPS.com TNT, etc.). These delivery services are usually characterized by higher rates and fairly short delivery times. Delivery to the addressee, as a rule, is carried out by a courier to the house, the parcel is assigned an individual number that allows you to track the progress of its delivery via the Internet or by calling hotline delivery services, all questions, incl. related to the payment of customs duties are resolved with the recipient over the phone. These services are usually subject to higher customs tariffs and a lower duty-free allowance. Also, if the postal item is subject to the need to pay customs duties, usually, an additional commission is charged for the services of a customs broker, which ranges from $10-50 and more. Also, when calculating the amount of customs payments, VAT is usually charged on their amount in this case.

Let us briefly dwell on the customs nuances for each of the countries.

RUSSIAN FEDERATION

If the delivery operator has the right to work with IGOs

In this case, according to the customs code of the Russian Federation, duty-free importation of goods in the form of parcels is allowed if its estimated value does not exceed 10 thousand rubles (within one week to one recipient). If the estimated value exceeds this amount, then a duty of 30% of the value is charged from the difference.

Let's take an example. For example, the estimated value of the goods is 15,000 rubles, then the amount subject to duty will be: 15,000 - 10,000 \u003d 5,000 rubles, 30% from 5,000 is 1,500 rubles. Those. the amount of the fee to be paid is 1500 rubles. There is also a fee for customs clearance- 250 rubles.

If the delivery operator does not have the right to work with MGO

Here the scheme is slightly different and customs clearance has a slightly different order. In this case, the total customs payment will be charged, this is duty + excise (if this product is excisable) + VAT. Duty-free importation of goods in this case is allowed only if the cost postal item does not exceed 5000 rubles.

Also, when using these types of delivery, if the postal item is subject to the need to pay customs duties, a separate fee for customs clearance (customs broker services) is charged separately, its value varies on average from 200 to 2 thousand rubles and more. Some operators require a customs clearance fee, even if the cost of a postal item is below 5,000 rubles. In any case, the recipient can draw up all the customs documents himself, refusing the services of a broker, however, this will require a certain amount of time - it is necessary to collect the necessary documents, make payments, if necessary, the algorithm of this process can be obtained from the delivery operator.

UKRAINE

For Ukraine, the rules are slightly different. Article No. 7 of the Law of Ukraine on the procedure for the import and customs clearance of personal belongings, goods and Vehicle tells us that there is no duty on parcels whose value does not exceed 200 euros and weighs 50 kg. Otherwise, when it is necessary to pay customs fees, the recipient is obliged to pay 20% duty on the value of this product, as well as 20% VAT on this amount. Some categories of goods are additionally subject to excise duty. The cost of delivery and insurance when determining the cost of a postal item is not taken into account (if its weight does not exceed 100 kg, and the cost is 1000 euros).

In the customs legislation of Ukraine, there is no difference between delivery operators who have the right to work with IGOs (USPS, Royal Mail) and operators who do not have such a right (courier TNT, DHL, FedEX) shipments, and the rates and rules apply to all shipments the same. Those. for courier delivery services, there is also a rule that parcels worth up to 200 euros are not subject to duty. And the customs rates applied to the subjects foreign economic activity are valid for shipments to individuals only if their value exceeds 1000 euros, and the total weight is 100 kg.

BELARUS

If the value is from 120 to 1000 euros, a duty of 30% is charged from the amount exceeding the threshold allowed for duty-free import, if the value of the postal item exceeds 1000 euros, then the amount of the collected duty increases to 60%. In the customs legislation of Belarus, the difference between delivery operators who have the right there is no work with IGOs (USPS, Royal Mail) and operators that do not have such a right (courier TNT, DHL, FedEX).

KAZAKHSTAN

According to the rules in force in Kazakhstan, postal items worth up to $1000 are not subject to duty (the cost of delivery is taken into account). If this threshold is exceeded, a fee is charged, which is calculated using the formula:

(customs cost - $1000$) 30%.

This duty-free limit is subject to two conditions: the weight of the postal item must not exceed 31 kg. and the frequency of forwarding should not exceed 1 (one) time per month.

UZBEKISTAN

According to the rules in force in Uzbekistan, postal items worth up to $1,000 are not subject to duty. If this threshold is exceeded, a fee is charged, which is calculated according to the formula:

(customs cost - $1000$) 25%.

Information

If the declared value of the forwarded postal item is less than the amount that is allowed in your country for duty-free import (10 thousand rubles for the Russian Federation, 200 euros for Ukraine, etc.), then it certainly makes sense to use the services of state mail.

If the duty in any case turns out to be the same, regardless of which delivery service you decide to use, then you should be guided only by reliability, convenience, cost of services, etc.

If the value of your goods greatly exceeds the threshold amount allowed for duty-free import (10 thousand rubles for the Russian Federation, 200 euros for Ukraine), but it is possible to split the package into several parts, then there may be a chance for the Seller to do this. At the same time, taking into account the peculiarities of mail, the next parcel must be sent in 2-3 weeks.

Goods with a low customs value (5 thousand rubles in the Russian Federation, 100 euros in Ukraine) are sent by employees of international postal exchange places to recipients without additional presentation customs authorities. Customs inspection of such parcels is carried out selectively.

P donations up to 1000 euros customs duty are not taxed. If the value of the parcel is higher, a 30% duty is charged on the difference between the estimated value of the goods and the ruble equivalent of 1,000 euros.

2. If the item was sent by courier service (private carriers)

IN In this case, you need to pay the total customs payment>, which consists of customs duty, excise duty, VAT and customs clearance fee. The customs duty depends on the type and is determined according to the Commodity Nomenclature for Foreign Economic Activity (TN VED). According to the TN VED code, excise and VAT are determined. The fee for customs clearance is 250 rubles. For your convenience, the official website, where you can independently perform all the calculations.

So what is the best way to send, by state mail or by courier?

G by the state service, if the value of the goods is less than 1000 euros (for Russia) or 200 euros (for Ukraine). If the cost is higher, calculate the cost of customs payments for both options and decide which is more convenient and profitable for you.

How can you save on customs payments?

P ask the seller, if possible, send in parts in two parcels so that the cost of each does not exceed the duty-free amount. Just keep in mind that they must be for different recipients or at least two weeks must pass between the dates of sending the parcels!

Do the above rules apply to all products?

IN All of the above applies only to purchases intended for non-commercial use. If customs officers find in the parcel many units of goods of the same name, differing in size and style, or if parcels with the same set addressed to the same person regularly arrive at customs, customs officers may naturally become suspicious. Then the contents of the parcel can be recognized as related to the implementation entrepreneurial activity, which means that customs clearance fees will be calculated in a completely different way.

For buyers from Ukraine.

ABOUT Goods up to 200 euros and weighing up to 50 kg are not subject to customs duty. In other cases, the buyer pays a duty in the amount of 20% of the cost + 20% VAT. Some groups of goods are also subject to excise duty. All items delivered courier services are subject to customs clearance.

WITH It should also be understood that all of the above calculations are purely selective. In other words, inspection is a kind of lottery, suspicious packages and products with too low an Invoice can cause suspicion and will definitely be checked. In any other cases, the probability is very high that this will not happen. This is due to the huge turnover and the lack of working personnel for the service described above.
