Today, enterprises that are part of the Almaz-Antey Air Defense Concern develop and manufacture the entire range of air defense-missile defense products.

The distribution of places in the rating was carried out according to the volume of revenues of companies from the sale of military products. The TOP-100 rating includes eight Russian companies of the military-industrial complex. According to Defense News, the Almaz-Antey Air Defense Concern came closest to the top ten leaders in the global arms market in 2013. Its revenue last year was $8.3 billion, up 44.7% from 2012.
According to Yan Novikov, Director General of Almaz-Antey Air Defense Concern, the trend towards strengthening the holding's position in the ranking of an authoritative foreign publication is evidence of the effectiveness of ongoing investment projects and other priority measures within the framework of the Concern's Development Strategy for 2012-2015. and for the period up to 2020”, as well as the Concern’s Innovative Development Program for 2011-2015”.
It should be recalled the conditions under which the Concern was created. In order to bring the defense industry out of a crisis, in 2001 the government of the Russian Federation approved the Federal Target Program "Reforming and developing the military-industrial complex for 2002-2006", which provided for the sectoral concentration of defense production according to the functional purpose of military products in the form of large vertically integrated holdings. Thus, a rather long and active discussion on the question of the expediency of integrating defense industry enterprises was completed.
In April 2002, by the Decree of the President of the Russian Federation Vladimir Putin, the Almaz-Antey Air Defense Concern was established, before which the country's leadership was given large-scale tasks in the development and production of air defense systems and means. It included 46 design bureaus, research institutes and manufacturing enterprises, as well as service and warranty service enterprises, of which 32 federal state unitary enterprises, which had to be corporatized.
The number of enterprises included in the Concern in 2002 is impressive, but it should be noted that a number of them: the Obukhov Plant, the Avangard Plant, the Research Institute of Radio Instrumentation and others, were in a state of bankruptcy at the time of joining the Concern, or close to him. Moreover, these were key enterprises for the industry. Serial production on them, with a few exceptions, was not produced for several years. Many technologies and production skills were lost, the state of the material and technical base and the personnel reserve was deplorable. The volume of state defense orders and export contracts did not exceed 10% of production capacity at many enterprises.
Separate relatively financially successful enterprises that entered the Concern built their success on the fact that, being in the position of head contractors in the absence of regulatory legislation at that time in terms of pricing standards, in fact, they “robbed” the lower cooperation of contractors and did not want to change this situation.
The work was extremely complicated by the lack of a perfect regulatory and legal framework regulating the activities of holdings in the defense industry. Thus, the approach to pricing for special equipment at that time at actual costs, and not at fixed prices, which is used in all countries, sharply reduced the motivation of enterprises to reduce production costs and labor intensity of products. It should be recalled that the Concern "inherited" the debt for the fulfillment of the contract with Greece for the supply of Tor-M1 air defense systems in the amount of several tens of millions of dollars, which were transferred by the Greek side as an advance payment, but the products were not delivered, since these funds did not reach the enterprises.
It is not surprising, therefore, that at that time many experts were very skeptical about the viability of the new holding. After all, it was the first integrated structure that faced the need to solve this whole "bouquet" of problems at the corporate level. It can be said that the Concern became a pioneer in the field of reforming the Russian military-industrial complex, and many of the schemes and principles of work that had been established over the years had to be changed, and often “cut to the quick.”
The most important achievement at the first stage of the Concern's existence was the rescue of key enterprises for the industry from bankruptcy, the preservation and development of scientific schools. If the decision to establish the Concern had been taken just a few months later, a number of enterprises, without which the air defense-missile defense industry could not fulfill its tasks, would have simply been lost.
With the help of the Concern, including in the form of financial guarantees on its part, it was possible to conclude settlement agreements with creditors and to corporatize crisis enterprises according to individual schedules. As part of this work, the Concern provided financial assistance to enterprises worth hundreds of millions of rubles. Thanks to this, it was possible to restore mass production of products. In particular, the restoration of production of the S-300 system and its delivery to foreign customers made it possible to accumulate funds necessary for the development of the Concern.
Later, in accordance with the concept of restructuring and development of the holding developed by specialists and the corresponding programs for subsidiaries, large-scale and labor-intensive work was carried out to give a new look to the Almaz-Antey Air Defense Concern to meet the needs of the Ministry of Defense and to ensure competitiveness in foreign markets. It included measures to eliminate duplication and optimize production, reduce costs, re-equip enterprises and develop human resources, enlarge a number of enterprises - on the basis of some of them, in particular, the Almaz-Antey Head System Design Bureau was formed.
Today, enterprises that are part of the Almaz-Antey Air Defense Concern develop and produce the entire range of air defense and missile defense products: short, medium and long-range air defense systems, sea-based missile defense systems and air defense systems, air defense radar stations, ground reconnaissance radars and automated control systems. At present, the priority direction is work within the framework of the implementation of the Concept of the Aerospace Defense System of the Russian Federation.

Products are supplied in full and on time under the state defense order and contracts with foreign customers. The Concern's enterprises are developing the latest modifications of existing air defense systems, as well as creating fundamentally new systems and complexes for the Russian Armed Forces.
In addition, the Concern's tasks include the formation and implementation of a unified scientific and technical policy in the field of creating GLONASS ground-based equipment, improving the Federal System for Intelligence and Airspace Control of the Russian Federation, and much more. In carrying out scientific and technical activities, the Almaz-Antey Air Defense Concern relies on programs for the development of scientific personnel potential. To this end, the Concern's enterprises have organized constant interaction with universities on the issues of training, retraining and advanced training of personnel.
The concern has sufficient research, production and financial potential to implement a number of investment projects that have no precedent in the recent history of the Russian defense industry. At present, modern assembly plants are being built in Nizhny Novgorod and Kirov for the production of advanced weapons and military equipment of the fourth and fifth generations of air defense and missile defense systems. Despite certain objective difficulties associated with the fact that such large-scale industrial projects have not been carried out in modern Russia for more than a quarter of a century, the first products of new enterprises, as planned, will be released in 2015. This will ensure that the tasks of the state defense order and the State weapons programs until 2020. New plants are being built using advanced innovative technologies, which will ensure high competitiveness of products by optimizing production costs and improving their quality. In particular, it provides for the use of the latest resource-saving technologies to provide enterprises with energy carriers, as well as the organization of pre-production and enterprise management based on modern automated control systems.
Another major project for the formation and development of the production complex "North-West Regional Center" is being carried out in St. Petersburg. In the interests of developing and modernizing the latest air defense systems, it is designed to unite five leading enterprises: the Obukhov Plant, on whose territory the North-West Radio Center is being created, the Radio Equipment Plant, the Design Bureau of Special Machine Building, the Russian Institute of Radio Navigation and Time, and the All-Russian Research Institute of Radio Equipment.
It is planned to complete the organization of the North-Western Regional Center before 2015. For these purposes, investments in the amount of 19 billion rubles are provided, which will be used to reconstruct part of the existing production buildings of the Obukhov plant, equip them with modern technological and engineering equipment, as well as construct new buildings and structures to accommodate research and design departments of enterprises in them - taking into account the specifics of the work they perform. According to preliminary estimates, the implementation of the NWRC enterprise integration project will make it possible by 2015 to increase the total volume of production by 2.3 times compared to 2010, reducing total overhead costs.
The enterprises assembled in the concern develop, manufacture and modernize anti-aircraft missile and radar equipment and its components (the main area of activity of the concern is air defense). In addition, the tasks of the concern include the implementation, maintenance of operation, repair and disposal for federal state needs and foreign customers of systems, complexes and means of air defense and non-strategic missile defense.

A series of murders of concern leaders because of the real estate of subsidiaries
On June 6, 2003, Igor Klimov, who acted as the general director of the concern, was shot dead in Moscow.
On the same day, June 6, 2003, 14 hours later, in Serpukhov, near Moscow, the murder of Sergei Shchetko, the commercial director of the JSC RATEP enterprise, which is part of the Almaz-Antey concern, was committed.
On July 30, 2009, the head of the real estate department of the marketing department of the Almaz-Antey Air Defense Concern, Andrey Barabenkov, was killed.

Almaz-Antey Air Defense Concern OJSC is a Russian concern that unites enterprises that develop and manufacture weapons. The enterprise produces, in particular, S-300 and S-400 anti-aircraft missile systems.
Story
In 1983, in accordance with the order of the Minister of the Radio-Electronic Industry of the USSR No. 640, with the aim of integrating science and production, creating a technologically closed research and production complex, the Antey Research and Production Association was created. At that time, the NPO "Antey" included three enterprises: the Research Electromechanical Institute (Moscow), the Research Institute "Strela" (Tula) and the plant "Arsenal" (Tula). This is how the "small" NPO "Antey" was created.
In the course of its historical development, the structure of NGOs has undergone significant changes:
in 1988, the "enlarged" NPO "Antey" already included nine enterprises, including such large ones as the Izhevsk Electromechanical Plant and the Mari Mashinostroitel;
in 1991, due to changes in the legislation, NPO "Antey" was transformed into the Concern "Antey";
In 1994, by Decree of the Government of the Russian Federation No. 1309 dated December 1, 1994, on the basis of the Antey Concern, an open joint-stock company Industrial Company Concern Antey was established with 100% of its shares fixed in federal ownership. At the same time, the number of enterprises included in it increased to fifteen.
In 2002, the implementation of the Federal Target Program "Reform and Development of the Defense Industry Complex (2002-2006)" was launched, which is based on the formation of vertically integrated structures from among the enterprises of the defense industry complex of Russia.
In 2002, by decree of the President of the Russian Federation, Industrial Company Concern Antey was renamed Air Defense Concern Almaz-Antey. It included forty-six industrial and research enterprises and organizations.
According to the results of 2008, the Almaz-Antey Concern became the largest Russian supplier of military products with a revenue of 115 billion rubles.
Head assassination
In June 2003, the head of the Almaz-Antey concern, Igor Klimov, was shot at the entrance of his own house, and on October 9 of the same year, Elena Neshcheret, general director of Prommashinstrument OJSC, was killed in a similar way. Konstantin Bratchikov and Stanislav Tyurin were accused of organizing the murder of Klimov and Neshcheret.
The direct perpetrators of the murders were sentenced to 22 to 25 years in prison.
According to the investigation, Klimov and Neshcheret were killed due to the redistribution of spheres of influence.
In July 2007, the Moscow City Court, on the basis of a jury verdict, acquitted Bratchikov and Tyurin, but the verdict was subsequently canceled by the Supreme Court of Russia, which satisfied the complaint of the Prosecutor General's Office and returned the case for a new trial. On November 21, 2008, the Moscow City Court, on the basis of the jury's verdict, again acquitted Bratchikov and Tyurin. On May 13, 2009, the Supreme Court of the Russian Federation upheld the acquittal.
According to the Prosecutor General's Office, in 1993-2000, Bratchikov and Klimov conducted joint commercial activities on an equal footing, but divided the common business due to a conflict. Having concluded a number of transactions, Bratchikov became the sole owner of the Sanders Instruments, Inc. corporation, which owned 60% of Khiminvest LLC, but he did not receive full control over Khiminvest, despite the promises made to him. The investigation believes that at that time Bratchikov decided to kill Klimov and Neshcheret in order to seize Izmeron Plant CJSC and Prommashinstrument OJSC. He involved Tyurin in organizing the crime, to whom he promised 7 thousand dollars and part of the income that Bratchikov planned to receive after the seizure of enterprises. Tyurin, according to investigators, involved other members of the criminal group in the murder.

The Almaz-Antey Air Defense Concern is the largest of the integrated associations of the Russian military-industrial complex created to date. The concern unites the bulk of Russian developers and manufacturers of anti-aircraft missile systems for the Air Force (Air Force) and air defense (Air Defense), the Navy (Navy) and the Ground Forces, as well as ground-based radar systems.
"Almaz - Antey" arose as a result of the merger of two traditionally competing schools of developers of anti-aircraft missile systems (SAM) - the Almaz Scientific and Production Association (historically engaged in the development of air defense systems for the Air Defense Forces and is best known for the creation of the S-300P system) and the Antey concern "(Traditionally, he was engaged in the development of air defense systems for the Ground Forces, and created, in particular, the S-300V air defense system).
In 2002, by the Decree of the President of Russia Vladimir Putin, a single Almaz-Antey Air Defense Concern was formed in the form of a joint-stock company based on the Antey industrial company with the inclusion of NPO Almaz and practically all other specialized research institutes, design bureaus and enterprises in Russia. Thus, the new association acted as a monopoly integrator of all manufacturers of air defense systems in Russia, with the exception of some short-range systems and man-portable air defense systems. 100% of the ownership of the Air Defense Concern was fixed in state ownership. Almaz-Antey became one of the first integrated holdings that arose during the reform of the Russian defense industry during the Putin era.
Now the Almaz-Antey Air Defense Concern unites more than 50 Russian enterprises, research institutes and design bureaus from 17 regions of the country, the total number of employees reaches 93 thousand people. According to the results of foreign trade activities in 2007-2010. The concern is one of the world's largest suppliers of military products, and in Russia it is the leader in terms of its production and export. According to the annual rating TOP-100 of the American specialized weekly Defense News, the total proceeds from the sale of goods, products, works and services of the Air Defense Concern in 2010 amounted to $4.4276 billion. Of this amount, $3.9405 billion falls on military products.
At the same time, the Concern sells finished products abroad through OJSC Rosoboronexport, and also has the right to independently supply for export, the supply of spare parts, assemblies, assemblies, instruments, components, special, training and auxiliary equipment, technical documentation and the implementation of comprehensive after-sales service. Despite the constant increase in orders from the Russian Ministry of Defense, the export of air defense weapons continues to be one of the pillars of Almaz-Antey's activities.
On the world market
A characteristic feature of Almaz-Antey's position in the world air defense systems market is its ability to offer an almost complete range of air defense systems of all types of range. The concern develops and manufactures anti-missile systems, ground-based long-range air defense systems S-400 Triumph, S-300PMU2 Favorit and S-300V, medium-range air defense systems of the Buk series and short-range air defense systems of the Tor series. In addition, the Concern's enterprises produce self-propelled anti-aircraft missile and gun systems of the Tunguska series developed by the Tula Instrument Design Bureau. Almaz-Antey is developing a promising S-500 system, as well as promising medium-range air defense systems Vityaz and short-range air defense systems Morpheus. Finally, the Concern also offers solutions for the modernization of old Soviet-made air defense systems and assists on a commercial basis in the creation of its "national" complexes to developers from a number of countries.
Almaz-Antey is also engaged in the development and production of the main domestic naval air defense systems for the Navy - the long-range Fort / Rif series, the medium-range Shtil series, the short-range Blade and Quiver series, the short-range complex Gibka ". The development of new medium and short-range air defense systems "Redut" and "Polyment-Redut", installed on Russian corvettes and frigates under construction, is underway.
No other manufacturer in the world has such a wide range of ground and ship-based air defense systems, including the American concern Raytheon and the European missile association MBDA, which are leaders in the field of air defense abroad. In combination with the development and production of radar stations for air defense, other means of detection, various radio equipment, as well as automated air defense control systems, all this allows Almaz-Antey, firstly, to offer customers large-scale integrated solutions for building multi-level air defense systems, and secondly, to flexibly vary their offers depending on the needs and solvency of the consumer.
The main trends in the development of modern air defense systems are an increase in their multi-channel targeting and the ability to hit high-speed targets, including ballistic ones, which makes it possible to solve missile defense tasks. Long-range and medium-range complexes are now considered as a means of defense against non-intercontinental-range ballistic missiles (tactical, operational-tactical missiles and medium-range missiles), cruise missiles, and are also being improved in the direction of building up capabilities to hit as many targets as possible. Short-range and short-range complexes are being developed mainly in the direction of giving them the ability to defeat high-precision weapons, as well as artillery and rocket projectiles. A new trend is the integration of anti-aircraft missile systems of different ranges in one complex. Modern and promising developments of Almaz-Antey correspond to all these trends and requirements, allowing Russia to successfully “keep on the crest of the wave” in promoting air defense systems to the world market.
In recent years, the growing role of the Air Force and air attack weapons in modern wars has contributed to the intensification of purchases of air defense systems by a significant number of states. An important factor in the growth of the air defense market is also the complete obsolescence of the previous generations of air defense systems widely used in the world (Soviet S-75, S-125, Krug, Kvadrat, Osa, American HAWK, and others) and the need to replace them. Finally, an important trend has been the interest of many customers in limited missile defense systems to protect against tactical and operational-tactical missiles. These circumstances contribute to the “warming up” of the air defense systems market and successful sales of Russian systems on it. At the same time, Almaz-Antey has to act in an environment of increased competition in this market segment, associated with the entry of a number of new manufacturers (for example, Israeli and Chinese).
Retention of the conquered heights
Since its establishment in 2002, Almaz-Antey Air Defense Concern has achieved a number of major successes in the supply of air defense systems for export. Here, first of all, it should be noted the largest contracts of 2004-2006 with China for the supply of 16 divisions of S-300PMU2 air defense systems, which now form the basis of China's air defense. Two divisions of S-300PMU1 air defense systems were delivered to Vietnam, and contracts were signed with Algeria for four divisions of S-300PMU2 air defense systems. The Buk-M1-2 complexes were delivered to Cyprus, and the latest Buk-M2E were contracted by Syria. In Egypt and Iran, the old Soviet Kvadrat complexes were modernized to the level of Buk-M1-2, the same two countries received Tor-M1 self-propelled systems. A number of countries were supplied with upgraded Pechora-2A air defense systems. Shipborne air defense systems of the Rif-M and Shtil-1 types were supplied to China and India. In the interests of China, India and South Korea, a whole range of R&D was carried out. In general, the total cost of deliveries of air defense systems for export and export work on them by Almaz-Antey from 2002 to 2008. was estimated at about $7 billion, with export sales growing from year to year.
Despite the global financial crisis that erupted in the second half of 2008, the Concern, in partnership with Rosoboronexport, in 2009-2011. was able to maintain the dynamics of increasing the export sales of air defense systems, and estimated to exceed the average level of a billion dollars a year.
So, in 2009, the Chinese contract of 2006 was successfully implemented, as a result of which the PRC received the last eight ordered S-300PMU2 air defense divisions. China also continues to receive anti-aircraft guided missiles of the 9M317 series and related equipment for Chinese land-based and ship-based systems. Shtil-1 ship systems with the same missiles are supplied for installation on frigates under construction for the Indian Navy at Russian and Indian shipyards.
Two major successes of the Almaz-Antey Air Defense Concern over the past two years have been contracts for the supply of air defense systems to Venezuela and Azerbaijan. In 2009, Venezuelan President Hugo Chavez announced a decision to create an integrated layered air defense system of the country based on Russian air defense systems, which has no analogues in Latin America in terms of its level. Almaz-Antey, in its part of the work on the creation of this system, should supply Venezuela with one division of the S-300VM anti-aircraft missile system, a number of Buk-M2E and Tor-M2E systems, as well as radar stations and automated air defense control systems. Deliveries should begin this year. At the same time, for the first time, a complete air defense system of the S-300V series will be exported.
In 2010, Azerbaijan signed a contract for the purchase of two divisions of S-300PMU2 air defense systems of new manufacture for an estimated amount of $300 million. The systems have already been delivered to this republic.
In South Korea, the Almaz-Antey Air Defense Concern has almost completed its work on the creation for this country of medium-range air defense systems KM-SAM based on the Vityaz complex being created in parallel for the Russian military department.
The promotion of Russian defense products to the world market continues to face ever-increasing opposition from Western competitors. Thus, the participation of Almaz-Antey in the tender for the supply of long-range and medium-range air defense systems to Turkey is accompanied by a powerful campaign unleashed by the Americans, who are promoting the Patriot PAC-3 complex to the Turks. At high political and military levels, the American side of Turkey openly expresses "wishes" in no case to acquire Russian air defense systems, as "incompatible" with the standards of NATO command and control systems.
A few years earlier, the United States similarly campaigned against the purchase of complexes of the S-300V or S-300P series by the United Arab Emirates. However, the very readiness of Turkey (as well as a number of other countries - the same Emirates or Saudi Arabia) to consider Almaz-Antey systems as a serious alternative to its ally's Patriot air defense system already speaks of the high attractiveness of Russian systems. In addition, there is a positive experience of integrating the S-300P and Tor-M1 systems supplied to the Greek Armed Forces.
Now Russian air defense systems are participating in several international tenders. In addition, intensive negotiations are underway on the supply of complexes manufactured by Almaz-Antey to a number of traditional Moscow customers. Finally, there are prospects for promoting Russian air defense systems in new markets, in particular, in Latin America and Southeast Asia. The concern offers foreign customers not only individual models of weapons and military equipment, but also comprehensive solutions for the creation of national defense systems for land, air and sea borders.
The most important source of building a portfolio of orders is participation in the work of intergovernmental commissions for military-technical cooperation with various countries. During 2009–2014 the representatives of the Concern took part in meetings of more than 50 commissions (working groups) as members of commissions and experts.
Every year, the Concern takes an active part in international exhibitions of weapons and military equipment both in the Russian Federation and abroad.
According to the results of foreign trade activities in 2010–2013. The concern is traditionally one of the world's largest suppliers of military products, and in Russia it is the leader in terms of its exports.
Strategic directions for improving the work of the Concern to promote military products of its nomenclature to foreign markets:
expansion of marketing activities by organizing high-quality advertising, exhibition and regional work;
improving the quality of information and analytical work;
establishing direct cooperation with foreign countries to ensure effective after-sales service for their military equipment of the Concern's nomenclature;
improving the mechanism for processing requests from foreign customers for the supply of military products by increasing the efficiency of contract work and the use of automated systems;
constant study of the demand for the modernization of previously delivered military products in accordance with the demand in the arms market;
strengthening the positions of the Concern at the international level through the creation of representative offices, joint ventures for repair and maintenance and active participation in the work of intergovernmental commissions for military-technical cooperation.
