Key principles of the concept

The participating companies are engaged in the development of new materials, equipment, coatings for non-destructive testing, new types of fuel. Resident enterprises are involved in the design of laser devices and medical equipment. The solution of problems associated with the processing of radioactive substances is also one of the most important points of the cluster's activities.

Innovation center near Moscow

The project of an innovation center in Skolkovo near Moscow, initiated by Russian President Dmitry Medvedev in March 2010. In 2004, the creation of a Belarusian high-tech park was also initiated by the President of Belarus, Alexander Lukashenko.

Ideas for creating analogues of the "Silicon Valley" in Russia appeared back in the 1990s. As a location for technology parks and innovation centers in different time proposed Primorye, Moscow region Chernogolovka and Dubna, scientific center of Moscow State University in Moscow, Leningrad region and Siberia,,,,. By the mid-2000s, dozens of technoparks of various sizes existed in the regions of Russia, founded mainly around scientific, educational institutions and industrial enterprises. On March 23, 2010, Medvedev announced that Viktor Vekselberg, Chairman of the Boards of Directors of the United Company Rusal and the Russian-American JV Renova, would head the coordination structure for the creation of the innovation city in Skolkovo. The structure was named "Development Fund of the Center for the Development and Commercialization of New Technologies" or simply the Skolkovo Fund,,,,,,. To manage the project, three advisory bodies were created: a board of trustees, an advisory scientific council and a foundation council, which operates on the principles of the board of directors of a large corporation and makes decisions by a majority vote.

The scientific advisory council of the project in April 2010 was chaired by Nobel laureates Zhores Alferov and Roger Kornberg,,,,. In May 2010, the government commission finally decided on the transfer of 100 hectares of land to the Nemchinovka Research Institute to the project; it was expected that the project would receive the remaining 250 hectares belonging to the institute. In early June 2010, Vekselberg clarified the land use characteristics in the Skolkovo project. According to him, 60 percent of the territory was planned to be given for housing, 22 percent - for research and production areas, two percent - for the construction of a new university. To implement the project, it was proposed to create a special legal regime for the Skolkovo innovation city: not only provide the project with preferential taxation, but also create its own subdivisions on its territory law enforcement and social services... Some politicians, including the deputy of the State Duma Valery Zubov, directly stated that the entire Skolkovo project would be used exclusively for the profit of its organizers and would become a kind of “internal offshore”. The press also criticized the project for its proximity to Moscow: observers noted that it makes no sense to give 60 percent of the territory of the "innovation city" for housing, since there is already a well-developed urban infrastructure nearby. Observers also noted that, unlike Skolkovo, the value of land in the United States in Silicon Valley is relatively low, which attracted small but promising companies there.
